About this file
This file is a Questions and Answers (Q&A) amendment document for RFQ 6923G226Q00004 addressing clarifications on the Yocum Sailing Center Fuel Dispensing System project. The document resolves 11 key questions submitted by offerors regarding project scope, regulatory requirements, site conditions, and schedule constraints. Critical clarifications include: the contractor is responsible for securing Nassau County Department of Health (NCDH) permit approval and providing necessary documentation; approximately 200 gallons of diesel and 250 gallons of regular gasoline will remain in existing tanks at removal, with the contractor providing an additional 1,000-gallon temporary tank; no fueling dispensers will be located on the floating dock—only on the pier; the Period of Performance will remain April 2026 to April 2027 despite winter work concerns; existing utility plans are available but outdated and require field verification by the contractor; the academy will perform the initial fuel fill upon project completion; fire suppression systems are not currently required; and time extensions for manufacturing lead times may be granted with Contracting Officer (CO) and Contracting Officer's Representative (COR) approval.
The underlying solicitation is a small business set-aside (NAICS 237120, PSC Z2NA) issued by the Department of Transportation Maritime Administration for the United States Merchant Marine Academy at Kings Point, New York. The RFQ awards a Firm Fixed Price contract on a Lowest Price Technically Acceptable basis, with the original 90-day completion deadline beginning after Notice to Proceed. Multiple amendments extended the RFQ closing date from March 24 to April 3, 2026, at 1:00 PM EST, and included a mandatory site visit on March 30, 2026. Proposals should be submitted to durba.ray@dot.gov with cc: brian.wiley.ctr@dot.gov, and offerors must acknowledge receipt of all amendments in their submissions.

| 1. Has DOT or USMMA had any discussions with Nassau County Department of Health (NCDH) with regards to their anticipated “approval” of the preliminary design concept noted in the study? Given the overall fuel piping run length (~750’), elevation changes (~25’), and the 200’ run on a floating dock—these are all items they will heavily scrutinize. Securing a NCDH permit is a requirement of the project, so it would be helpful to know if they will accept this design concept ahead of time. | The proposed contractor should provide the NCDOH with the appropriate documentation (i.e. work plan) for permit acquisition. | |
| 2. For the existing USTs being removed, how much fuel are we to figure will be in those tanks at the time of their removal? The quantity is needed for us to cost out the removal and disposal of the fuel. | There will be approximately 200 gals of Diesel and 250 gals of regular gas left in the current tanks. There is currently a 500gal regular gas temp tank located on the dock. Contractor would provide an additional 1000 gal temp tank dockside to support KP &USCG boats during the project. | |
| 3. The engineering study describes the new fuel piping on the floating dock to be installed/concealed below the deck. While this is common, the floating dock at Yocum Sailing Center doesn’t seem to be constructed in a way that will allow the new fuel piping to be installed in that manner. There doesn’t appear to be sufficient space to accommodate the type of piping specified (Brugg). | See the revised SOW(Incorporated with Amendment 7). No fueling dispensers will be located on the docks. | |
| 4. In the event that there IS sufficient space in/under the floating dock, who will be responsible for pulling up the deck boards and putting them back after the new fuel piping (and electrical conduits) are installed? | See the revised SOW. No fueling dispensers will be located on the docks. | |
| 5. Some work on the floating dock may need to be performed along side the dock, from a floating work platform. Does USMMA have such a floating work platform that the contractor would be able to use for this project? | See the revised SOW. No fueling dispensers will be located on the docks. | |
| 6. The drawing sketch provided with the engineering report seems to indicate (2) dispensers out on the floating dock. Please confirm if it will be only (1) dual product dispenser out on the floating dock. (A 2nd dispenser will be located landside, near the new USTs.) | Dispensers should remain the same as currently fitted. They will be on the peir not the floating dock. | |
| 7. The “Period of Performance” noted on the solicitation is April 2026 to April 2027. Given the expected long lead times for engineering designs & drawing preparations, NCDH review/approval, and delivery of the new tanks—the work could put this project in the middle of winter (Jan-Feb 2027). It is not advisable for this type of work (on docks over the water, high-water table, etc.) to be performed during the winter. Please advise on your willingness to shift the period of performance if needed, with the bulk of actual construction work not starting until spring 2027. | See the revised SOW. The POP is to remain within the same timeframe. | |
| 8. Given the long run of piping & conduits, it is likely we will encounter existing underground utilities in our way. (ie: electric, water, sanitary, septic, sewer, etc.) Do you have a current site utility plan of the property (work area) that shows where existing utilities might be located, where they might interfere with the new fuel piping trench as proposed on your drawing C201? | Yes, you may encounter existing underground utilities. There is a site utility plan but it’s not current. This would need to be field verified by the contractor. Existing utility plan will be provided to the awardee after award of this requirement to field verify. |
| 9.Who is responsible for the first fill of both gasoline and diesel tanks?" | The academy will fuel both diesel and gasoline tanks upon project completion. If fuel is stored in existing tanks at the start of the project, the awarded contractor shall temporary store fuel in approved storage tanks (per all regulatory standards & requirements) and transfer into the new tanks. | |
| 10.Will a fire suppression system be required in the vehicle fueling area?" | Currently fire suppression system not required. May be subject to change based on updates to regulatory requirements. | |
| 11. If manufacturing lead time on dispensers, tanks, or fuel piping is greater than the completion period for the project - will time extension be granted? | Extension can be granted at the approval of the CO & COR after deliberating with the academy to determine if extension is required. |
