About this file
This is a Questions and Answers document for federal contract solicitation 6923G226Q000004, Amendment Three, concerning Yocum sailing fuel tanks removal and installation.
The document addresses five key inquiries from offerors regarding project specifications and contractual terms. Question 1 addresses tank material specifications, with the government confirming that fiberglass tanks (including covers) are preferred to meet EPA 40 CFR 280/6 NYCRR 613 corrosion protection requirements and reduce maintenance costs, with no indication that steel tank alternatives will be accepted. Question 2 concerns the $18,000 per day liquidated damages clause, which the government states will be deleted in Amendment Two of the solicitation per FAR clause 52.211-12. Questions 3 and 4 request clarification on fueling system location and floating dock requirements; the government directs offerors to the Engineering study included with the PR/Requisition package, with additional information available during site visits. Question 5 addresses contractor responsibility for fuel disposal costs associated with removing fuel from existing tanks, with the government confirming that any environmental disposal costs are the contractor's responsibility, though further clarification may be required.
