About this opportunity
The National Park Service seeks replacement of the Yellowstone-Mammoth water line at Yellowstone National Park, with sealed bids due September 15, 2026, at 2:00 p.m. Mountain Time. This is a Woman-Owned Small Business set-aside under FAR 19.15, which restricts competition to that category.
Place of performance is Yellowstone National Park, Mammoth area, Wyoming. The project requires installation of approximately 750 linear feet of new buried 6-inch HDPE water main with associated water services to apartments, reconnection and relocation of fire hydrants, and rehabilitation or replacement of pressure-regulating valves. Work is divided into two lump-sum line items: Water Main Installation (government estimate $407,110.80) and Replacement of Pressure Relief Valves (government estimate $168,000.00), for a total government estimate of $575,110.80. The contractor must commence work within 10 calendar days of receiving the Notice to Proceed, with the waterline functional within 120 days, followed by winter shutdown. The remaining 40 days of the 160-day performance period will occur in 2027 for asphalt work completion by May 31, 2027. Liquidated damages are $1,448 per calendar day of delay.
The contractor must perform at least 30 percent of the work with its own organization and maintain key personnel—Project Manager, Job Site Superintendent, Quality Control Manager, and Safety Manager—with no substitutions allowed during the first 120 days except for illness, death, or termination. Work windows are Monday–Friday 8:00 a.m. to 8:00 p.m. unless approved otherwise. Federal construction wage rates apply per Department of Labor Wage Determination WY20260044. Performance and payment bonds are required, along with compliance with Buy American provisions and prevailing wage standards. The NAICS code is 237110, Water and Sewer Line and Related Structures Construction; PSC is Z1NE, Maintenance of Water Supply Facilities. A pre-bid site visit is scheduled for September 9, 2026, at 10:00 a.m. at the Albright Visitor Center in Mammoth. The public bid opening will be conducted electronically via Microsoft Teams. Two bids were received: Bairco Construction at $532,226.00 and Reagant World, Inc. at $3,998,762.00.
