About this file
This file is a Questions and Answers (Q&A) document for federal solicitation 140P2026B0005, addressing clarifications requested by prospective offerors regarding a water infrastructure project. The document does not address required products or services in a procurement context but rather provides technical and administrative clarifications to an existing solicitation.
Key clarifications include: the water main specifications are 8-inch HDPE DR 11 (not 6-inch), bids are due September 15, 2026, at 1400 Mountain Time, and the HDD bore should extend approximately 115 feet to connect to a competent section of existing waterline at station 8+06. The Government confirmed that no casing pipe is required (only carrier pipe), access to vaults for measurements is permitted, and dechlorinated flushing water can be disposed of in sanitary sewer manholes. Potable water for hydrostatic testing is available from the Mammoth water distribution system at no cost. The Government clarified that a direct-acting pressure relief valve (such as Watts 25AUB) is acceptable as an alternative to the specified Cla-Val model, and the hydrant location may be relocated to reduce concrete and asphalt replacement. All 16 questions were addressed in Amendment 2. The document includes detailed drawings showing the proposed bore extension and alternative hydrant placement locations within the project area.

Solicitation 140P2026B0005
Question No. Sheet or Reference Question Response Amendment
Answered
Mainline Pipe Diameter - Section C (Page 9) describes the waterline as approximately 750 lf of 6 inch HDPE, whereas Drawings Sheets C1 and C2 call for 8-inch HDPE DR 11. Please confirm whether the new main to be installed via HDD is 8-inch or 6-inch diameter.
Nelson isn't aware of what this is referring to, Section C, but the water main is to be 8-inch HDPE DR 11. 2
Contract Performance Period: Section L (page 72) references Clause 52.211-10 for the project completion date; however, Clause 52.211-10 is not included in the solicitation. Please issue an amendment stating the required performance period in calendar days from Notice to Proceed (NTP).
Per the FAR Overhaul - this clause is no longer utilized;
however, Section H - Special Requirement 1 - Commencement, Prosecution and Completion of Work is included on Page 17 of the Solicitation.
Sealed Bid Due Date Discrepancy: SF 33 Block 9 states bids are due September 15, 2026 at 14:00 MDT, whereas project solicitation listings cite September 16, 2026. Please confirm the exact bid submission cutoff.
Bids are due on September 15, 2026, at 1400 Mountain Time as indicated on the SF 33 Document 2
4 Certified Weed-Free Pits: Per Specification Section 01 11 00, paragraph 1.8.A, please provide the current Park-approved list of certified weed-free borrow and aggregate pits. See attached list. 2
Please confirm that the 8-inch HDPE water main is to be installed as a direct-pulled carrier pipe without an outer casing pipe, and that references to casing pipe in Section 33 05 07.13 are non-applicable boilerplate
Correct, there is no casing pipe, only a carrier pipe. 2
Are there any historical soils data, test pit logs, or geotechnical investigation reports available for this corridor? If not, what subsurface soil and rock classifications should offerors assume for the 750 LF directional drill bore?
Nelson Engineering did not perfom any geotechncial investigation due to the timing of the project. Based on the attached USGS site: https://ngmdb.usgs.gov/Prodesc/ proddesc_9419.htm, the area is mapped as trm which is explained on the attached image.
Please clarify whether open-cut trench excavation and HDD boring through rock (as defined in Section 31 23 18) is considered incidental to CLIN 0001, or if verified rock encountered during construction will be compensated via a contract modification.
If verified rock is encountered, contract modification will be considered. 2
Will the National Park Service provide potable water from the local Mammoth water distribution system at no charge for pipeline hydrostatic testing, line pre-flushing, and AWWA C651 disinfection?
If not, where is the nearest Government-approved potable water filling source for water hauling?
Water for these uses can be obtained from the Mammoth water distribution system at no cost. Coordinate where to take water (i.e., which hydrant) with NPS staff. The contractor will be required to provide backflow prevention.
Where has NPS designated an approved disposal location or discharge area for dechlorinated flushing and hydrostatic test water within the park? If land application is prohibited, is hauling via tanker truck required?
Dechlorinated flushing and hydrostatic test water can be disposed of in a sanitary sewer manhole. 2
Will Contractor be permitted non-destructive access into Vaults A, C, and D prior to construction (without taking a water outage) to measure existing flange dimensions and pipe centerlines to allow timely submittal and ordering of the Cla-Val PRVs and flange adapters?
Yes, access can be accomodated. 2
Does the Government require open-cut excavation of test pits at all three sanitary sewer crossings to encase the bored HDPE waterline in cement-treated flowable fill, or does the flowable fill requirement apply only if the drilled vertical clearance is less than 18 inches?
No, the intent of the open cut is to verify the depth of the existing sewer services to ensure that they are not compromised during construction. If it is found that the sewer services are either above the water main, or within 18" below the water main, then flo fill encasement is required per
DEQ.
Does the existing temporary above-ground bypass waterline, pipe supports, and isolation valves remain property of the National Park Service to be salvaged to park maintenance, or does the contractor take ownership of all removed bypass materials for scrap and off-site disposal?
The contractor shall take ownership of all removed bypass materials and shall remove them from the park for reuse or disposal.
13 Can the 30-day advance submittal requirement for the Archeological Daily Work Schedule under Section 01 35 13.22 be shortened to 7–10 days post-award to facilitate immediate field mobilization?
The project area does not include any sensitive areas so this particular schedule submittal timeline will not apply to this project.
The spec is written for a 1" hydraulic controlled Cla-Val 90g-01 which typically isn't specified for anything smaller than 2". A direct acting prv like a Watts 25aub would be a more cost effective route.
Can you confirm if the Watts 25aub or similar is acceptable.
Yes, this is acceptable.
The drawing sheet C2 shows the pipe stopping at station 6+91. To connect it looks like the pipe should extend approximately 115' more feet to station 8+06.
Extend the length of the bore approximately 115 feet to connect to a competent section of the water line, as shown below. The length shown on the drawings is not far enough.
Please see the attached drawing snippet below

Can the location of the hydrant be moved to a more suitable location? Below shows the change in the location of the hydrant location. This will eliminate some concrete and asphalt replacement. There will also be a shorter hydrant leg.
Please see the attached drawing snippet below
