About this opportunity
The Department of Veterans Affairs Veterans Health Administration is seeking a contractor to investigate and potentially infill underground vaults at the Togus VA Medical Center in Augusta, Maine. The primary objective is to perform a comprehensive investigation of an underground structure's condition, including documenting its dimensions, entry points, and materials, and assessing the feasibility of filling the structure with gravel or flowable fill to prevent potential collapse. Contractors must submit a detailed report of findings, and upon VA approval, execute the recommended infill solution. The solicitation requires contractors to conduct a site investigation, with a mandatory site visit held on February 7, 2025, and technical questions due by February 14, 2025 at 3:30 PM EST. Quotes are due by February 28, 2025 at 3:30 PM EST, with all submissions to be made via email to Alexandru Sava and Diane C. Davis. The evaluation will focus on the contractor's ability to meet technical requirements, safety standards, and provide a comprehensive approach to the underground structure assessment and potential infill.
The contract is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 238910 for Site Preparation Contractors. The project has a magnitude range between $100,000-$250,000, with a firm-fixed price award to a single offeror without subsequent negotiations. The period of performance is 60 calendar days from the Notice to Proceed, with work to be performed Monday through Friday from 7:00 AM to 4:00 PM at the Togus VA Medical Center campus in Augusta, Maine. Contractors must have OSHA certifications, with site superintendents requiring 30-hour training and subcontractors needing 10-hour certification. The underground structure is estimated at approximately 40,000 cubic feet and is located southwest of the main medical center buildings, near Building 202 and Parking Lot #3. Contractors will be responsible for obtaining necessary environmental permits and must leave the site as undisturbed as possible while completing the investigation and potential infill work.

Q1. What is the type of fill to be used?
A1. Q3. Would it be acceptable to fill the vault with sand?
A3. Contractor may provide sand as a potential fill option in their findings report.

A4. Contractor will be held to Specification 01 57 19 Temporary Environmental Controls. Required permits would need to be submitted by the subcontractor with their Environmental Protection Plan.
Q5. Without knowing the size of the vault, how are we supposed to provide a cost for filling it? Can an approximate amount be provided for bidding purposes until a further investigation is completed?
A5. VA rough measurements estimate the structure to be 40,000 cubic feet.
Q6. Has the VA done any investigation into the vault (scoping it with a camera, etc). Please provide any information available.
A6. VA has not done any investigation into the vault.
Q7. Will pricing the infill of the vault be a contract modification?
A7. Please provide unit pricing for flowable fill, gravel and any other proposed alternative fill.
