About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 16, is procuring medical gas deficiency corrections at two Central Arkansas Veterans Healthcare System facilities through Request for Proposal (RFP) procedures under Federal Acquisition Regulation (FAR) 15. The project involves remediation of medical gas infrastructure deficiencies identified in an April 2024 inspection, including replacement of oxygen shutoff and check valves, installation of medical gas alarm systems, electrical work for valve boxes and alarm panels, plumbing modifications for gas lines, and underground civil work including duct bank installation between buildings. Qualified offerors must be Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) verified in the SBA's VetCert database and registered in the System for Award Management (SAM), and must comply with Davis-Bacon prevailing wage requirements applicable to Pulaski County, Arkansas. The procurement will employ a Past Performance-Price Tradeoff evaluation methodology, with past performance considered significantly more important than price. The proposal due date is February 3, 2026, at 4:00 PM Central Time, with a mandatory site visit conducted on December 10, 2025, and requests for information having closed on December 17, 2025.

This procurement is designated as a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses with no identified incumbent contractor. The estimated project value ranges between $2,000,000 and $5,000,000, with performance period of 240 calendar days following issuance of the Notice to Proceed. Work will be performed at two locations: the John L. McClellan Memorial Veterans Hospital at 4300 West 7th Street in Little Rock, Arkansas 72205, and the Eugene J. Towbin VA Healthcare Center at 2200 Fort Roots Drive in North Little Rock, Arkansas 72114. The project requires full-time on-site project management personnel, including a dedicated Site Safety and Health Officer and Quality Assurance/Quality Control manager, with work primarily scheduled during normal business hours (Monday-Friday, 7:00 AM-4:00 PM Central Time), except for specialized work in the surgery department and SICU that must occur after-hours or by specific times. NAICS code 236220 (Commercial and Institutional Building Construction) applies with a small business size standard of $45 million.
