About this file
This document is a Request for Information (RFI) and Response record for VA contract opportunity 36C25626R0006 concerning Medical Gas Deficiencies at two VA hospital facilities (JLM and EJT). The RFI addresses 71 questions and responses regarding project scope, staffing requirements, work hours, materials, equipment specifications, and contract administration.
Key scope elements include replacement of medical gas alarm systems (master and area alarms with conversion kits and transducers), oxygen valve replacement, installation of underground communication conduits between buildings with concrete encasement, electrical connections to emergency power panels, and medical gas piping modifications at both hospitals. Staffing requirements mandate a full-time Site Safety and Health Officer with no other duties, a full-time Quality Assurance/Quality Control manager who may also serve as project superintendent, and on-site tuberculosis testing for all personnel. Work will primarily occur during normal business hours (Monday-Friday, 7:00 AM-4:00 PM Central Time), except conduit installation in the surgery department must occur after hours, and SICU work must conclude by 6:00 PM. The VA will provide temporary oxygen during shutdowns (requiring 60-day notice), staging areas (North Lot 10 at EJT and grounds building at JLM), and has appointed Nathan Tyler with Med Gas Testing Services as the Commissioning Agent. The RFP due date was extended to February 3, 2026, at 4:00 PM Central Time. Specifications require medical gas cabling to run in conduit, traffic-rated Class D handholes, concrete duct bank encasement per provided standard details, sterile space finishing in patient care areas, and adherence to ICRA barrier guidelines per specification G-005. The VA will not provide Building Automation System connections, and horizontal boring for underground lines is acceptable if traffic flow is not interrupted or if approved by the VA.
