About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is seeking a general contractor to expand the parking structure at the Buffalo VA Medical Center through a comprehensive construction project. The solicitation requires constructing a two-level vertical expansion on an existing three-level parking structure, which includes building a new stair tower with two elevators, reconfiguring adjacent parking and roadway areas, and installing a solar array canopy. Critically, the contractor must provide two off-campus parking lots (minimum 200 spaces each) within a 15-minute drive of the facility to replace parking lost during construction. The contract will be awarded on a Lowest Price Technically Acceptable (LPTA) basis, with technical evaluation factors focusing on compliance with off-site parking requirements and demonstrated project experience with similar precast concrete structures and active campus construction. Proposals are due by April 1, 2025, with technical questions having been accepted through February 7, 2025.

The solicitation is exclusively set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms, with a NAICS code of 236220 and a size standard of $45 million. The estimated contract value ranges between $20-50 million, with an available budget of $23.5 million. The project performance period is 730 calendar days following the notice to proceed, with work to be completed at 3495 Bailey Avenue in Snyder, NY 14215. A bid guarantee of 20% of the proposal price (not exceeding $3 million) is required from bidders. The contractor will be limited to subcontracting no more than 85% of the contract amount to non-SDVOSB/VOSB firms, ensuring significant participation from service-disabled veteran-owned businesses. The project encompasses comprehensive construction work, including architectural, civil, mechanical, electrical, plumbing, and technological infrastructure modifications to the existing parking facility.
