About this opportunity
The Department of Veterans Affairs Technology Acquisition Center has issued a special notice canceling Request for Proposal (RFP) 36C77625R0023 for a parking ramp expansion construction project at the Buffalo VA Medical Center. The cancellation affects a minor construction project that was set aside for Service-Disabled Veteran-Owned Small Businesses under NAICS code 236220 (Commercial and Institutional Building Construction) and PSC code Y1LZ (Construction of Parking Facilities). The contracting office managing this solicitation is located in Independence, Ohio, with Thomas Council serving as the Contract Specialist. This cancellation notice was published on August 5, 2025, and represents a complete termination of the original solicitation process.
The primary purpose of this special notice is to inform potential contractors that the VA has canceled the solicitation due to budget funding constraints, specifically because the proposal pricing received exceeded the agency's approved budget for the project. The VA explicitly states its intention to reissue a new solicitation for this parking ramp expansion project in the future, though no specific timeline has been established. The agency indicates that the timeframe for the new solicitation will be determined after working with the Architectural/Engineering team to reassess project requirements. Since this is a cancellation notice rather than an active solicitation, there are no current deadlines, requirements, or eligibility criteria for contractors to meet. The original set-aside designation for Service-Disabled Veteran-Owned Small Businesses suggests that when the project is re-solicited, it may maintain similar eligibility restrictions to support veteran-owned businesses in federal contracting opportunities.
