The Department of Veterans Affairs Veterans Integrated Service Network 15 intends to solicit construction services to correct Facility Condition Assessment deficiencies at the Tucson Consolidated Mail Outpatient Pharmacy, with proposals due August 28, 2026. Work is performed at 3675 E. Britannia Drive, Tucson, Arizona. The facility operates 18 hours daily (6:00 a.m. to 12:00 a.m.), Monday through Friday, and processes over 80,000 prescriptions per day; contractors must coordinate construction to minimize disruption to active pharmacy operations and restore network systems one hour before production activities resume.
The scope includes demolition of existing conditions, concrete, metals, framing, thermal and moisture protection, openings, finishes, plumbing, HVAC, electrical, electronic safety and security systems, earthwork, utilities, vehicle barriers, and commissioning. Work involves integration with existing Johnson Controls Metasys Building Automation System controls and Software House CCURE 9000 access control and Bosch intrusion detection platforms. Roofing replacement requires full membrane removal and tapered insulation with no recovery systems. A full-time Site Safety and Health Officer is required. The contractor must obtain PIV badges and background clearance for Building Automation System access. An asbestos roof sampling report confirmed no asbestos-containing materials were detected.
The government provides temporary contractor space on the facility's north side, including storage, toilet facilities, and office space; contractor vehicle parking must be off-site. A temporary 1,000-kilowatt generator with 1,000-gallon fuel tank is required. Period of Performance is 365 calendar days from Notice to Proceed.
Evaluation uses Lowest Price Technically Acceptable criteria across five non-price factors: prime contractor relevant construction experience (minimum two to five projects exceeding $2,000,000 completed within five years), project execution with detailed schedule, technical qualifications of proposed key personnel (Project Manager, On-Site Superintendent, Quality Control Manager, Safety Officer, each with minimum five years experience), past performance, and safety plan. Contractors must demonstrate an Experience Modification Rate of 1.0 or less and no more than three serious or one repeat OSHA or EPA violation in the past three years.

The Department of Veterans Affairs (VA) Consolidated Mail Outpatient Pharmacy (CMOP) intends to perform construction at the Tucson CMOP, located at 3675 E. Britannia Dr., Tucson, Arizona, 85706.
Tucson CMOP fills and ships over 80,000 prescriptions per day for veterans and beneficiaries. The typical work hours are 6:00am to 12:00am Monday through Friday, 18 hours per workday. The facility is secure and not open to the public.
The general construction includes demolition of existing conditions, concrete, metals, framing, thermal and moisture protection, openings, finishes, plumbing, HVAC, electrical, electronic safety and security, earthwork, utilities, and vehicle barriers.
The contractor shall be responsible for all aspects of the project and each phase shall be subject to VA approval at designated project milestones. This project includes (but not limited to) all labor, materials, supplies, equipment, services, training, lighting, communications, security, operation and maintenance manuals, as built drawings, permits (if necessary), construction, installation, and commissioning.
