About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 15 seeks construction services to correct Facility Condition Assessment deficiencies at the Consolidated Mail Outpatient Pharmacy in Tucson, Arizona, with proposals due September 3, 2026. The procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) certified by the SBA at proposal submission and award. Questions are due May 27, 2026, and a mandatory site visit is scheduled for May 20, 2026 at 11:00 AM Mountain Time.

Place of performance is Tucson, Arizona. The estimated construction magnitude is between $2,000,000 and $5,000,000 under a firm-fixed-price contract. Work scope includes separating the emergency electrical system into a dedicated fire-rated room, modifying systems for 100% backup capacity with N+1 redundant emergency systems (including a second 1000 kW diesel generator and paralleling switchgear), installing a 5,000-gallon underground fuel tank, adding HVAC systems, connecting fire lines to a backflow preventer (Option 1), and roof replacement with TPO membrane (Option 2). The contractor assumes responsibility for all labor, materials, supplies, equipment, services, training, permits if necessary, construction, installation, commissioning, operation and maintenance manuals, and as-built drawings, with each phase subject to VA approval at designated milestones. Performance period is 365 calendar days with the facility remaining operational during construction.

Key personnel requirements include a Project Manager with five years' experience on projects valued at $2,000,000 or greater, a Quality Control Manager with USACE CQM certification and three years' QC experience, and a Safety Compliance Officer with OSHA 30-hour certification and three years' construction safety experience. Past performance evaluation requires at least two completed construction projects as prime contractor within seven years valued at $2,000,000 or greater involving building system repairs or infrastructure improvements in operational or occupied facilities.

Contractor personnel will require background investigations and security vetting per VA Directive 0710, with possible PIV card issuance for facility access. Contractors must be SBA VetCert certified and registered in SAM.gov. Davis-Bacon wage rates apply. Evaluation uses Lowest Price Technically Acceptable methodology weighing price, technical qualifications of proposed key personnel, and past performance. Performance bonds are due within 10 days of award. The NAICS code is 236220, Commercial and Institutional Building Construction.
