About this file

This file is a Questions and Answers (Q&A) document addressing contractor inquiries regarding the Tucson CMOP Construction project, a Design-Bid-Build federal construction solicitation issued by the Department of Veterans Affairs Veterans Health Administration.

The Q&A clarifies critical project requirements across multiple disciplines including HVAC controls integration with existing Johnson Controls Metasys Building Automation System (BAS), electronic security systems integration with Software House CCURE 9000 access control and Bosch intrusion detection platforms, generator and fuel tank BACnet integration with complete point lists, roofing replacement with full membrane removal and tapered insulation (no recovery systems acceptable), structural modifications including retaining walls and elevated platforms, and comprehensive electrical, mechanical, and plumbing work. Key staffing clarifications confirm that a full-time Site Safety and Health Officer (SSHO) is required and may be a subcontractor employee; the project superintendent may serve dual roles as Quality Control Manager if qualified; specialized engineers are required to support the QC System Manager but need not be present for all work; and no additional technical narratives beyond key personnel qualifications are required for proposals. The document specifies that existing utility information is complete and reflected in drawings, unknown differing site conditions are handled per FAR 52.236-2, temporary facilities space is provided per attached site plan, all known hazardous materials have been surveyed (asbestos sampling report attached), commissioning is VA-contracted through the A-E of record, contractor is responsible for all third-party coordination and utility fees, and a temporary 1,000 KW generator with 1,000-gallon fuel tank is required. Contractors must obtain PIV badges and background clearance for BAS access, provide all necessary software licenses and upgrades, and coordinate all work through the VA Contracting Officer. The project maintains facility operations during construction with work coordinated to avoid overnight hours and requiring network restoration one hour before production activities.

26AmeritechAmendment 0001 replaced the referenced 'Attachment X – Past Performance Summary Sheet' with 'Attachment 1 – Past Performance.'

However, the revised Attachment 1 appears to function as a reference questionnaire/PPQ to be completed by the project owner or reference contact, while the solicitation instructions under Factor 3 still reference a contractor-completed 'summary sheet' containing specific project information and relevancy narrative.

Can the Government please clarify:

a.) Is Attachment 1 intended to replace the contractor-completed Past Performance Summary Sheet in its entirety?

b.) Should offerors submit: a. completed PPQs from references, b. blank PPQ forms, c. contractor-completed project summaries, or d. some combination of the above?

c.) If completed PPQs are required, may CPARS be submitted in lieu of completed questionnaires?

d.) Will the Government evaluate only the information contained within submitted PPQs, or may offerors also provide narrative project descriptions addressing recency, magnitude, scope, and complexity? The original past performance requested example projects not a PPQ. Engineering prefers examples of relevant projects with CPARS, not PPQs. The PPQs are unreliable for contractors. Delete the original Attachment 1 - Past Performance and replace with the attached "Past Performance - Proposal Submittal Instructions - 36C25526R0006". Please Note: CPARS may be submitted also. Just follow all instructions as written. This will be Attachment 1.ATTACHMENT 1
