Site Visit Agenda Wednesday, May 20, 2026 – 11:00 AM (AZ Time)

1. Open meeting & Introductions:

• Contracting Officer: Christy Pendlay

• Contract Specialist: Billie Jo Cherico

• COR: J. Andrew Comingore

• Alternate COR: Domingo Laborin

2. Solicitation Information:

• Please note that any verbal exchange at this site visit does not constitute a change to this solicitation. Only amendments constitute a change. Only questions received in writing and answered via solicitation amendment will be deemed official.

• This solicitation is set-aside for SDVOSB concerns under NAICS Code 236220 Commercial and Institutional Building Construction.

• This procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. Proposals received from other than SDVOSB concerns will not be considered. All SDVOSBs must be listed as a “certified SDVOSB” by the Small Business Administration (SBA) Dynamic Small Business Search (DSBS) at TIME OF SUBMISSION OF BIDS AND TIME OF AWARD. Additionally, SDVOSBs must be listed as “certified” in the SBA’s VetCert database (Veteran Small Business Certification (sba.gov)) at the time of proposal submission and at time of award. Failure to be found in the DSBS database at the time of proposal submission and time of award will result in the offeror’s proposal being considered non-responsive.

• Lowest Price Technically Acceptable (LPTA) IAW FAR Part 15.

• Solicitation Closing Date: June 10, 2026.

• Cut-off date for technical questions is May 27, 2026.

• Technical Questions received after the Cut-Off date will be reviewed, but the VA does not guarantee that they will be answered. Only questions received in writing and answered via solicitation amendment will be deemed official.

• Please submit all technical questions via email to billie.cherico@va.gov.

• Responses to technical questions will be posted in a timely manner as an amendment to the solicitation on SAM.gov. Please confirm receipt of all amendments in RFP responses.

• Proposal format submission requirements are located in the solicitation.

• The Period of Performance for the project is 365 calendar days after receipt of NTP.

• A copy of the site visit sign in sheet will be provided as an amendment to the solicitation and posted to: SAM.gov.

3. Ground Rules:

• The site walk through should be done as a group.

• Photo and video are permitted, excluding vehicle license plates, pill labels, and people.

• All verbal communication is considered unofficial and for general information sharing only.

4. COR Presentation: Offerors need to closely review the phasing and bid options.
