About this file

This is a Pre-Demolition Hazardous Materials Inspection Report for Building 14 at the Marion Veterans Administration Medical Center in Marion, Illinois. The inspection was conducted by Terracon Consultants, Inc. on November 4-5, 2025, and submitted December 18, 2025 (Report Number 15257307) to Above Group Inc. to satisfy EPA and OSHA hazardous materials requirements prior to building demolition. The approximately 6,200 square foot boiler house, constructed in the 1940s with 1980s retrofits, underwent comprehensive asbestos-containing materials (ACM) and lead-containing paint (LCP) assessment.

The inspection identified asbestos in concentrations exceeding 1% in white window glazing on exterior metal windows, white/gray exterior window caulk, and black foundation caulk around the building perimeter. Previous inspections identified additional ACMs including sprayed or troweled tan exterior stucco beneath newer stucco, assumed built-up roofing material, and cementitious piping labeled as asbestos-containing. Terracon collected and analyzed 75 bulk samples from 27 homogeneous areas, with the laboratory analyzing 92 individual layers. Lead-containing paint was identified through XRF screening of 146 painted surfaces, with 12 paint chip samples collected from multiple substrates. The report recommends retention of a state-permitted asbestos abatement contractor to properly remove and dispose of identified ACMs in accordance with NESHAP and OSHA regulations, and notes that MEP materials and roofing require additional sampling prior to demolition activities.

1.0 PROJECT OVERVIEW

Terracon Consultants, Inc. (Terracon) conducted a pre-demolition hazardous materials inspection report for asbestos-containing materials (ACMs) and lead-containing paint (LCP) at Building 14 within the Marion Veterans Administration Medical Center (VAMC) in Marion, Illinois. Terracon understands that these services were requested by the Above Group Inc. (Above Group, or the Client) for pre-demolition of Building 14. The inspection was conducted by Messer’s George Jones and Steven Mack, in accordance with Terracon Proposal No. P15257307 dated September 10, 2025.

At the time of the assessment, the facility was occupied, and utilities and equipment in the spaces were live. Additional investigation of the space once the site is vacant and ready for demolition are recommended to access utility systems and sample existing roofing materials prior to the demolition of the building.

1.1 Project Objective

We understand these services were requested by Above Group to satisfy the requirements of the United States Environmental Protection Agency (USEPA) 40 Code of Federal Regulations (CFR) Part 61, Subpart M, the National Emission Standards for Hazardous Air Pollutants (NESHAP). Terracon also understands that the intent of the assessment is to assist the client with communicating the presence, location, and quantity of ACMs and LCPs materials to employees, vendors, and contractors working in the building in order to meet the requirements of the Occupational Safety and Health Administration (OSHA) communication of hazard requirements found at 29 CFR 1926.1101.

3.0 FIELD ACTIVITIES

The services were conducted on November 4 and 5, 2025, by Mr. George Jones and Mr. Steven Mack of Terracon. Joshua Clay, the Healthcare Engineer for the VAMC, provided access to the site and coordinated with Terracon regarding the sampling activities.

3.1 Asbestos

The asbestos inspection was conducted by Mr. George Jones and Mr. Steve Mack, both State of Illinois licensed asbestos inspectors, (Mr. Jones and Mr. Mack’s license #s 100-06644 and 100-06480) on November 4 and 5, 2025. A copy of their licenses is included as Appendix F. The asbestos inspection was conducted in accordance with the sample collection protocols established in USEPA 40 CFR 763.86, Sampling. A summary of the inspection activities is provided in Appendix A.

3.1.1 Asbestos Visual Inspection

Terracon’s asbestos inspection activities were initiated with visual observation of the interior and exterior of the site building to identify homogeneous areas of suspect ACM. A homogeneous area (HA) consists of materials that appear similar throughout in terms of color and texture, with consideration given to the date of application.

Facilities | Environmental | Geotechnical | Materials 7

Although reasonable efforts were made to inspect accessible suspect materials, additional suspect but unsampled materials could be located in the subsurface, or in other concealed areas, or areas where the investigation was not feasible without significant damage and/or excavation, or areas deemed unsafe due to the condition of the building structures.

3.1.2 Asbestos Physical Assessment

A physical assessment of each HA of suspect ACM was conducted to assess the friability and condition of the materials. A friable material is defined by the USEPA as a material that can be crumbled, pulverized, or reduced to powder by hand pressure when dry. Friability was assessed by physically touching suspect materials.

3.1.3 Asbestos Sample Collection

Based on the results of the visual observation, bulk samples of suspect ACM were collected in accordance with the sampling protocols outlined in 40 CFR 763.86 – Sampling. Samples of suspect materials were collected from randomly selected locations in each HA. Samples were placed in sealable containers and labeled with unique sample numbers using an indelible marker. The selection of sample locations and frequency of sampling was based on Terracon’s observations and the assumption that like materials in the same area are homogeneous in content.

Terracon collected 75 bulk samples from 27 HAs of suspect ACM associated with Building 14. A summary of suspect ACM samples collected during the inspection is provided in Table 3 in Appendix A, and the laboratory report and the chain of custody (COC) are presented in Appendix B.

3.1.4 Asbestos Sample Analysis

The samples were submitted under chain of custody to EMSL Analytical, Inc. (EMSL) of St. Missouri, for analysis by Polarized Light Microscopy (PLM) with dispersion staining techniques per EPA methodology (40 CFR 763, Subpart F). The percentage of asbestos, where applicable, was determined by microscopical visual estimation. EMSL is a National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory (St. Louis NVLAP Code 200742-0).

EMSL separated multilayered samples into individual layers for analysis; the laboratory analyzed a total of 92 individual layers from samples collected from the site.

3.2 Lead-Containing Paint

3.2.1 XRF Inspection

Concurrent with the asbestos inspection Terracon conducted an XRF lead-containing paint inspection.

Terracon used a SciAps X-550 handheld XRF lead paint analyzer (SciAps X-550, model number:

X550Pb (Rh), serial number: 01576), which has direct-reading capability, to screen for lead content on interior and exterior surface coatings. The XRF is a portable electronic device that emits X-rays at various energy levels. The X-ray energy excites electrons in the outer orbits of lead atoms. The detector in the XRF unit reads this excitation and translates it into a semi-quantitative reading of lead present per surface area. XRF technology allows the detection of lead in a painted surface, even several layers below the surface, without disturbing the painted surface. Using the manufacturer-

Facilities | Environmental | Geotechnical | Materials 8 provided ASI Standards calibration block, Terracon calibrated the XRF unit to approximately 1.0 milligram lead per square centimeter (mg/cm2) (minimum of three readings) and also performed a negative calibration check prior to conducting the screening services. The calibration process was repeated at mid-day (approximately four hours after the initial calibration, or if the unit was turned off during the day during break periods) and again at the end of the sampling process. Using the XRF, Terracon obtained 146 readings of painted surfaces to evaluate for the presence of lead. The XRF inspection summary is presented in Table 4, in Appendix A.

3.2.2 Paint Chip Sampling

Based on the XRF results, sample locations ranging from 0.1 – 0.9 mg/cm2 , paint chip samples of suspect lead-containing paint were collected in accordance with the standard sampling protocols.

Samples of suspect materials were collected from randomly selected locations of each paint color and substrate. Samples were placed in sealable containers and labeled with unique sample numbers using an indelible marker. The selection of sample locations and frequency of sampling was based on Terracon’s observations and the assumption that like materials in the same area are homogeneous in content.

Terracon collected 12 paint chip samples from multiple painted substrates by utilizing the wet, hand-scrape method to collect each sample. The suspect lead-containing paint samples collected during the inspection are provided in Table 5 of Appendix A. The laboratory report and the chain of custody (COC) are presented in Appendix B.

3.2.3 Paint Chip Analysis

The paint chip samples were submitted under COC to EMSL in St. Louis, Missouri, for analysis of lead by USEPA SW-846 Methods 3050B “Acid Digestion of Sediments, Sludges, and Soils” and 7000B Flame Atomic Absorption Spectrophotometry. EMSL is accredited by the American Industrial Hygiene Association Laboratory Accreditation Program (AIHA LAP; accreditation number 102636).

4.0 FINDINGS AND RECOMMENDATIONS

4.1 Asbestos

4.1.1 Asbestos Findings

Asbestos in concentrations greater than (>) 1% was reported by the analytical laboratory in the sampled materials.

White window glazing on exterior metal windows on north, west, and east sides of the building.

White/gray window caulk around exterior metal windows on north, west, and east sides of the building.

Black foundation caulk on concrete foundation around the building perimeter.

Facilities | Environmental | Geotechnical | Materials 9

Asbestos previously at the site during other inspections include:

Sprayed or troweled on tan exterior stucco located below a layer of newer stucco, located around the perimeter of the building.

Assumed built-up roofing material on the roof of Building 14.

Cementitious piping labeled as asbestos-containing material observed in the utility corridor and is believed to be located below ground outside of the corridor.

Table 1 in Appendix A provides information on the identified asbestos-containing materials ACMs, sample locations, and approximate quantities. Exhibits 2 and 3 in Appendix B indicate the site location map and approximate positive sample locations of ACMs, Exhibits 4 and 5 in Appendix B indicate the approximate positive sample locations of LBPs. EMSL’s laboratory analytical reports and the COCs are included in Appendix B.

4.1.2 Asbestos Recommendations

As NESHAP and OSHA regulations (summarized in Appendix E) govern the removal of ACMs, Terracon recommends that a contractor permitted to perform asbestos abatement in the State of Illinois be retained to properly abate and dispose of ACMs identified within this report in accordance with local, state, and federal regulations.

Mechanical, electrical, and/or plumbing (MEP) materials (gaskets, electrical cables/sheaths, etc.) will need to be inspected and sampled prior to demolition, and once the systems are de-energized and offline. Additionally, the roofing was not sampled as part of this investigation due to the occupied building condition. This sampling should be conducted prior to demolition.

It should be reemphasized that although reasonable efforts were made to inspection accessible suspect materials, additional suspect but unsampled materials could be located in isolated or other concealed areas. Therefore, if suspicious materials are encountered during renovation or demolition activities that do not appear to have been characterized as ACM or non-ACM, samples should be collected and analyzed prior to disturbing these materials, or the materials can be assumed to be ACM and abated accordingly.

The owner and/or operator are responsible for NESHAP regulatory compliance regarding the proper removal, handling, and disposal of ACMs containing greater than 1% asbestos prior to any renovations or demolitions.

A summary of applicable asbestos regulations is presented in Appendix E.

4.2 Lead-Containing Paint

4.2.1 XRF Findings

Based on the XRF screening, lead-containing paint concentrations ranging from <0.015 – 10.7%, were identified at the site.

Facilities | Environmental | Geotechnical | Materials 10

Lead-Containing paint that was found includes the following:

White paint, this material is located on interior walls, ceilings, doors, and components (XRF test # 42-45, 58, 65, 79, 102-104, 106, 117, 118; paint chip sample #PC-6, 7, 9).

Beige paint, this material is located on exterior walls and doors (XRF test # 24, 25, 50, 109;

paint chip sample # 10).

Gray paint, this material is located on doors, in the tunnel on metal support columns and beams (XRF test # 140-143; paint chip sample # 5, 11).

Dark green, on exterior metal doors and frames (XRF test # 81, 82, 84; paint chip sample # 8).

Yellow paint, this material is located on interior and exterior metal components (XRF test # 29, 39; paint chip sample # 3-12).

Dark gray paint, this material is located on catwalk stair stringers (XRF test # 115, 144).

Off-white paint, this material is located on the perimeter window components (XRF test # 28, 34; paint chip sample # 1).

Silver paint, this material is located on interior and exterior piping and other components (XRF test # 15, 19, 77).

Black paint, this material is located on the interior and exterior metal components (XRF test # 10, 16, 17, 145).

4.2.2 Paint Chip Sampling Findings

The results for each of the paint chip samples ranged from <0.015 – 3.8% by weight, indicating that detectable amounts of lead in several of the samples; the LCP Inspection Summary is included as Table 5 in Appendix A. The OSHA standard does not define the amount of lead in paint that constitutes LCP, and it applies to all construction work where an employee may be occupationally exposed to lead.

4.2.3 Paint Chip Sampling Recommendations

The Occupational Safety and Health Administration’s (OSHA) lead standards for construction (29 CFR 1926.62) apply regardless of the reported concentrations, and it is the contractor’s responsibility to provide appropriate personal protective equipment and conduct personal exposure monitoring for lead, at a minimum. The contractor(s) should review the specified work tasks and methods involved in the renovation process and prepare a lead management plan to identify the work procedures and health and safety measures to be used in the lead material removal, as the levels indicated could create conditions above published occupational exposure limits.

If waste materials containing lead are generated, they may be regulated as hazardous waste. Lead-containing paint waste from renovation activities, such as debris, paint chips, dust, and sludges, which exhibit the toxicity characteristic must be managed and disposed of as hazardous waste under the Resource Conservation and Recovery Act (RCRA), except whole-building demolition debris. The

Facilities | Environmental | Geotechnical | Materials 11 hazardous waste criterion for lead waste is established under 40 CFR 261, as 5.0 milligrams per liter (mg/L) measured by the Toxicity Characteristic Leaching Procedure (TCLP). A summary of lead regulations is provided in Appendix E.

Additionally, several of the paints were not intact. If operations continue in the structure while pending demolition, these paints should be repaired, enclosed, or otherwise stabilized to prevent inadvertent exposures to the workers in these areas.

5.0 LIMITATIONS/GENERAL COMMENTS

Terracon’s scope was limited due to the occupied nature of the Marion VA, Building 14 facility.

Terracon made a reasonable effort to access suspect materials within known areas of restricted access (e.g., above ceiling grids, chases, wall cavities, etc.); however, Terracon did not remove protective coverings or inspect active equipment, which generally includes the building’s mechanical, electrical, and plumbing systems. The Client should understand the limitations associated with this inspection.

This inspection was conducted in a manner consistent with the level of care and skill ordinarily exercised by members of the profession currently practicing under similar conditions in the same locale. The results, findings, conclusions, and recommendations expressed in this report are based on conditions observed during our inspection of the building. The information contained in this report is relevant to the date on which this inspection was performed and should not be relied upon to represent conditions at a later date. This report has been prepared on behalf of and exclusively for use by the Above Group. This report is not a bidding document. Contractors or consultants reviewing this report must draw their own conclusions regarding further investigation or remediation deemed necessary.
