About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 15 seeks a contractor to relocate the Office of Information Technology from the 6th Floor of Building 1 to Building 21 and renovate the vacated space at the Colmery O'Neil VA Medical Center in Topeka, Kansas, with proposals due August 27, 2026. This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside; all contractors and joint ventures must be certified in SBA VetCert and registered in SAM.gov at proposal submission through award.
Place of performance is Topeka, Kansas. The estimated contract value is between $500,000 and $1,000,000, with a firm fixed-price structure and 330-day period of performance, consisting of a 30-day administrative Notice to Proceed for background checks and submittal review, followed by physical construction. Work scope includes general construction, selective and approximate 12,080 square feet of interior renovation with demolition, plumbing, HVAC, electrical systems, interior finishes, commissioning and testing of HVAC and electrical systems, and as-built drawings. The contractor must furnish all labor, materials, equipment, and supervision; coordinate installation details with the VA Contracting Officer and on-site Contracting Officer's Representative; maintain 24/7 medical center operations during phasing; and provide a one-year warranty with joint inspections at four and nine months post-acceptance.
Offerors may not pay more than 85% of the adjusted contract amount to non-certified SDVOSB firms (material costs excluded). A mandatory pre-bid site visit occurred August 4, 2026. Electronic proposals must be submitted to david.sterrett@va.gov with physical bid bond originals to Network Contracting Office 15 in Leavenworth, Kansas. Questions were due August 11, 2026. A 20% bid bond (minimum $3,000,000 cap) is required at proposal; 100% Payment and Performance Bonds are required post-award. All labor is subject to Davis-Bacon Act wage determinations and the Buy American Act. Kansas sales tax exemption applies. NAICS code is 236220; PSC is Y1DA. Evaluation follows FAR 15.101-2 (Lowest Price Technically Acceptable) based on five non-cost factors: relevant past performance of prime contractor; technical construction experience of prime contractor; technical experience of proposed key staffing (Project Manager, Quality Control Manager, Safety Officer, and Site Superintendent, each with minimum five years experience and three qualifying projects); technical experience of proposed HVAC subcontractors; and contractor safety plan. Amendment 0002, issued August 13, clarified specifications including flooring requirements for Room 109, proprietary access control contractor information, project management software requirements, single lump-sum bidding, and mandatory safety plan submission with technical proposal.
