About this opportunity

The Department of Veterans Affairs Technology Acquisition Center (procuring on behalf of Gainesville VAMC) seeks construction of electronic health records management (EHRM) infrastructure upgrades and a new data center at Gainesville VA Medical Center, with proposals due September 24, 2026 at 1:00 PM EDT. This procurement is a 100% Service-Disabled Veteran-Owned Small Business set-aside, restricted to SBA-certified SDVOSB contractors; prime contractors must be certified in the SBA VetCert database. The project carries a firm-fixed-price structure, estimated value between $20 million and $50 million.

Place of performance is Gainesville, Florida (1601 SW Archer Road, Gainesville, FL 32608). The NAICS code is 236220, Commercial and Institutional Building Construction; PSC Y1DA, Construction of Hospitals and Infirmaries.

Scope encompasses a new 4,411 square foot data center building (with 1,152 SF data center room), removal and replacement of telecommunications infrastructure across 45–60 campus buildings, installation of approximately 10,242 Category 6A cable runs with 238 patch panels and fiber-optic backbone, HVAC controls integration (Siemens Desigo BAS), fire protection (Honeywell Notifier), access control (Lenel Onguard 8.3 with PIV readers), and CCTV (Hanwha Wisenet 6.0). The contractor must furnish all structured cabling, racks, cabinets, UPS units, and PDUs; network switches are government-furnished and contractor-installed.

Performance period is 921 calendar days following Notice to Proceed, anticipated within 90 days of award. The campus remains occupied throughout construction; phased work minimizes disruption to active hospital operations. The contractor must obtain VA PIV badges for Project Manager, Superintendent, Safety Officer, and Quality Control Manager; all personnel require temporary badges. Field verification of outlet locations, cable routes, and subsurface conditions is mandatory before material procurement. The contractor is responsible for ground-penetrating radar surveying (Delaware utility modifications), geotechnical field testing, professional sealed surveying certifications, site security, material protection, and compliance with infection control risk assessment (ICRA) containment protocols.

Mandatory design standards include compliance with Florida Building Code (8th edition, 2023), NFPA 101 (2024), and VA Physical Security Design Manual requirements, including blast design criteria (50-foot standoff from unscreened vehicles, 5-foot from screened vehicles). All work must comply with Buy American Act requirements for construction materials and prevailing wage rates established by the Department of Labor for Alachua County, Florida (effective May 18, 2026). For bids exceeding $35 million, Project Labor Agreement requirements apply (FAR 52.222-33 and 52.222-34, Alternate versions, January 2024 with November 2025 deviation).

For SDVOSB set-asides on general construction, the prime contractor may not pay more than 85% of the government-paid contract amount to non-certified SDVOSB/VOSB firms; material costs are excluded from this calculation. Bid guarantee required is 20% of bid price but not exceeding $3 million. Upon award, the contractor must furnish Performance Bond (SF 25) and Payment Bond (SF 25A). Award will be made to the responsible bidder offering the lowest price conforming to solicitation requirements. Bids are electronic (email) only and must include completed SF 1442 offer section, pricing schedule, bid guarantee, and all required representations and certifications. Invoices must be submitted electronically to the VA Financial Services Center.

Design team members are precluded from serving as prime or subcontractors. Brand-name systems are specified: Hanwha Wisenet (CCTV), Lenel OnGuard (access control), Honeywell Notifier (fire alarm), and Siemens Desigo (building automation); manufacturer equivalents are acceptable if coordination is demonstrated. Bonding requirements must be satisfied through SDVOSB entities or approved SBA/VA Mentor-Protégé partnerships.

A mandatory organized site visit was held July 29, 2026. Bid opening occurs via Microsoft Teams on September 24, 2026 at 1:30 PM ET; participants may call 1-205-235-3524, access code 684 257 019#, or use Meeting ID 252 471 389 092 837, Passcode yS3KF2Ex. No in-person bid opening is offered. The 90-day acceptance period is required. Contracting Officer is Donald A. Marsh III; Contract Specialist is Shawn Tavernia (Shawn.Tavernia@va.gov).
