About this opportunity
The Department of Veterans Affairs Network Contracting Activity VISN 2 at James J. Peters Bronx VA Medical Center is seeking a design-build contractor to install supplementary HVAC cooling systems for freezer spaces in the Research Building Brain Bank. The project involves installing cooling systems for freezers located in multiple rooms throughout Building 105, including the main Brain Bank room 5F-34 and additional rooms on floors 2-5, as the existing cooling system is insufficient to maintain proper temperatures for valuable research materials. The work encompasses installation of supplementary cooling systems, modification of utility systems including lighting, electrical, telecommunications, fire alarm systems, and updates to mechanical HVAC and plumbing systems integrated with the existing Johnson Controls MetaSys building management system. The contractor must ensure continuous building operations during construction phases and provide comprehensive design-build services including site surveys, design analysis, working drawings, construction specifications, and cost estimates at each milestone. The Request for Proposals is estimated to be released on July 21, 2025, with questions directed to Patricia Cordero at Patricia.Cordero@va.gov with the subject line including "Pre-Solicitation 36C242-25-R-0031 Research Brain Bank- HVAC Design Build."
This procurement is designated as a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses under the Veterans First Contracting Program, with the applicable NAICS code 236220 (Commercial and Institutional Building Construction) and a small business size standard of $45 million. Eligible contractors must be registered in SAM with a Unique Entity Identifier, verified as SDVOSB in VetBiz.gov and/or the Dynamic Small Business Search, and must submit their annual VETS 4212 Report. The estimated cost range for this project is between $250,000 and $500,000, with a total performance period of 170 calendar days after Notice to Proceed issuance. The timeline includes 60 calendar days for design completion and 170 calendar days for construction, with additional phases for commissioning (D+200) and VA acceptance (D+210). The project requires specialized phasing and coordination to maintain normal medical center operations while ensuring visitor and employee safety throughout the construction process.

PROJECT 526-25-101 DESCRIPTION: RESEARCH BRAIN BANK HVAC DESIGN BUILD
SCOPE OF WORK:
GENERAL SCOPE
This project will provide supplementary cooling for the freezers in the Research Building Brain Bank currently located in room 5F-34 of Building 105 along with additional rooms located in 5F-35A, 4F-02, 4F-10, 4F-16, 3F-18, 2F-14, and 2F-04 in Buidling 105, the Research Building at James J. Peters VA Medical Center. The area of construction ranges from the roof of Building 105 to the 2nd floor of Building 105. Work will include but not limited to: installation of a supplementary cooling system for the aforementioned freezer spaces and all associated utilities and equipment.
The Research Building Brain Bank along with several rooms contain freezers that exhaust a significant amount of heat in those rooms. In order to properly function, these freezers must operate in sufficiently cooled rooms. This is currently not the case as the rooms are over the threshold of temperature control with the existing cooling system and requires supplementary cooling to prevent loss of valuable research material.
Modification and/or replacement of relevant utility systems (lighting, electrical, telecommunications, fire alarm, ceiling ,wall and floor finishes). Modification and/or replacement to our mechanical (HVAC) and plumbing systems to accommodate the supplementary modification including a new room temperature control system directed towards our existing Johnson Controls MetaSys building management.
It is important that construction phases allow the research building to maintain operations during construction in the surrounding areas.
The proposed period of performance of 170 calendar days after issuance of the Notice to Proceed (NTP) includes 60 calendar days for design and 170 calendar days for construction. Listed below is a summary of milestones throughout the design-build process.
