About this opportunity
The Department of the Air Force Space Command seeks to engineer, furnish, install, and test fiber optic duct and cable infrastructure at Vandenberg Space Force Base, California, with sealed proposals due September 10, 2026 at 1:30 PM Pacific. This is a total small business set-aside (NAICS 237130, $45 million size standard), foreclosing competition outside that pool.
The scope comprises installation of two 1.25-inch HDPE ducts containing one 36-strand, single-mode G.652.D-rated fiber optic cable along Station Road from existing Hand Hole 75AB to Building 75, spanning approximately 10,500 linear feet of new duct (21,000 feet total dual duct) and 15,000 feet of cable. The contractor must furnish and install six traffic-rated hand holes (minimum 24"×24"×24"), maintain 18-inch minimum burial depth, and splice to existing cable FO-3012 at HH 75AB. Work includes site survey, material procurement, installation, comprehensive testing per TIA 526-7-2002 and 31W3-10-15 standards, and as-built documentation with GPS coordinates. The contract is firm-fixed-price with an estimated value between $2,000,000 and $3,500,000 and a 180-calendar-day performance period from notice to proceed.
Place of performance is Lompoc, California (Vandenberg Space Force Base). The contractor must provide a full-time on-site project manager; only one BICSI ITS Installer 2 (Optical Fiber) certified individual is required on-site, though FOA, FOST, Light Brigade, or Corning credentials are acceptable alternatives. Confined space training is required for personnel entering maintenance holes. Environmental compliance includes qualified biologist surveys for federally listed species (Beach Layia and California Red-legged Frog). Performance and payment bonds equal to 100% of contract value are required within 10 calendar days of award. Liquidated damages are $1,331.60 per calendar day of delay. Construction wage rates per California prevailing wage determination CA20260014 Modification 5 apply. The system must operate without failure for seven consecutive days before government acceptance. Amendment 3 (September 3, 2026) incorporated a revised Performance Work Statement and reduced the acceptance window from 51 days to 20 days. A mandatory site visit occurred August 5, 2026; site visit minutes, sign-in sheet, and photographs were posted to SAM.gov. Evaluation prioritizes lowest price among technically acceptable proposals with acceptable past performance risk assessment.
