About this opportunity

The Department of the Air Force Air Education and Training Command is soliciting construction services for a comprehensive roof replacement project at facility F826, an Aerospace Physiology building at Vance Air Force Base in Oklahoma. The project involves completely removing existing roofing materials including a low-slope ballasted built-up roof and two steep-slope standing seam metal roofs with their support framing, then installing a new fleece-backed single-ply TPO roofing system over cover board and tapered insulation, along with new gutters and downspouts. Proposals are due August 15, 2025 at 10:00 AM Central Daylight Time, with a mandatory site visit held on July 10, 2025. The evaluation will use a subjective trade-off process where past performance is weighted more significantly than cost, with technical evaluation conducted on a pass/fail basis covering technical approach and project management. Key personnel requirements include a Project Manager with 5 years' experience, Site Superintendent with 3 years' experience, Quality Assurance Manager with 2 years' experience, and Safety Manager with 1 year's experience.

This opportunity is designated as a 100% Women-Owned Small Business set-aside under NAICS code 236220 for Commercial and Institutional Building Construction. The performance period includes 120 calendar days to begin work and 165 calendar days total to complete the project after receiving notice to proceed. A 20% bid guarantee is required along with performance and payment bonds, though the government has noted that funds are not presently available and reserves the right to cancel the solicitation. The work will be performed at Vance Air Force Base in Enid, Oklahoma, with the government providing a laydown area for materials and staging adjacent to the facility.
