About this opportunity

The Department of Veterans Affairs Veterans Health Administration is conducting market research for Community Based Emergency Residential Services (CERS) Transitional Housing for homeless veterans in Orange County or Los Angeles County. The procurement seeks a contractor to provide a 10-bed transitional housing facility located within 25 miles of the VA Long Beach Healthcare System main hospital, with services targeting veterans transitioning from street homelessness, institutional discharge, or recent homelessness. Contractors must provide safe, supportive residential care for up to 90 days (extendable to 180 days), focusing on mental health stabilization, substance use disorder treatment, independent living skills development, and vocational support. The market research will evaluate contractors' capabilities through submitted capability statements, experience with similar services, and informal pricing information. Responses are due by June 27th, 2025, at 3:00 PM Pacific Time, with submission via email to Kal Carabon at Kahlfanie.Carabon@va.gov.

The procurement has a preference for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB), with the potential for the subsequent solicitation to be set aside exclusively for these business types if two or more qualified firms are identified. The contract will be a firm fixed-price indefinite delivery/indefinite quantity type, with a one-year base period and four potential one-year option periods. Contractors must be registered in the System for Award Management (SAM) database and meet strict facility requirements, including compliance with fire and safety codes, ADA accessibility, and provisions for separate male and female accommodations. The procurement uses NAICS code 624229 for Other Community Housing Services and requires comprehensive case management services. While no specific award value is mentioned, interested businesses must provide an informal price list to assist the government's market research efforts.
