About this opportunity
The Department of Veterans Affairs seeks a 20-year lease (10 years firm, with 180-day termination rights thereafter) of 3,844 to 5,189 ANSI/BOMA Occupant Area square feet of contiguous clinical office space in Hilo, Hawaii for a Vet Center relocation, with proposals due October 30, 2026. This is a Total Small Business set-aside (NAICS 531120).
Place of performance is Hilo, HI 96720, within a defined area of consideration bounded by Amauulu Road (north), Kipimana Street/Macadamia Nut Road (south), Kalanianaole Street/Kapoho Coast Road (east), and Kupulau Road/Akolea Road (west). The space must be located in a modern quality building with a facade of permanent materials (stone, marble, brick, or equivalent) in good condition.
Parking requirements include 20 surface or outside spaces reserved exclusively for Government use, secured and lit per security standards. A Tenant Improvement Allowance of $312.00 per ABOA SF is provided. Rent must be fully serviced, itemizing building shell rental, tenant improvement rate, Building Specific Amortized Capital rate, operating costs, and parking, with all parking costs included in rental consideration. Building Specific Amortized Capital costs are amortized into rent and evaluated using 5 percent annual discounting with 2.5 percent compounding for operating expense adjustments.
Facility Security Level II requirements apply, including video surveillance (30-day recording minimum), intrusion detection, duress alarms, access control systems, and quarterly security testing. The space must be ENERGY STAR certified or qualify for statutory exceptions, and comply with seismic safety standards per the Earthquake Hazards Reduction Act, demonstrated through engineer-stamped forms (A–D pre-award, E–F post-award) using ASCE/SEI 31 and 41 methodologies. Accessibility, fire protection, life safety, asbestos management, environmental due diligence, and National Historic Preservation Act compliance are mandatory.
The Statement of Work specifies detailed clinical and support space layouts totaling the square footage range, including staff offices (Director 150 sf, Counselors 144 sf, Outreach Specialist 144 sf, others 144–180 sf), three group therapy rooms (180–240 sf), waiting area (300 sf), reception/family area (75 sf), restrooms (unisex or separate with STC 45 sound isolation, nurse call systems, accessibility features), and support areas (copy/mail, storage, telecommunications, kitchen, housekeeping). Telecommunications infrastructure requires CAT 6A cabling, four work area outlets per location, wall-mounted VoIP phones, and a dedicated Telecommunications Enclosure. Interior finishes require luxury vinyl tile or carpet tile per room type, STC 45 sound isolation in restrooms/offices/group rooms, and 5-year repainting and flooring replacement at Lessor expense. An exterior 50 AMP power outlet for a Mobile Vet Center, flagpole with illuminated American and POW flags (minimum 20 feet), and specific door hardware (power-assisted/automatic front entrance with electronic access control and video intercom) are required.
Lessor provides all utilities, janitorial services, basic cable (local channels), guest Wi-Fi, and security/CCTV monitoring (quarterly testing, software/hardware updates) within annual rent. Davis-Bacon Prevailing Wages apply if construction is federally funded and performed for the Government; Lessor bears responsibility for determining material sourcing (Oahu or Mainland). Offerors may propose second-floor contiguous space if full ADA compliance is demonstrated; space exceeding the stated maximum square footage may be deemed non-responsive, though subdivision to 5,000–5,150 sf may be considered if programmatic, security, parking, accessibility, seismic, and tenant-improvement specifications are maintained.
Proposals must be submitted electronically to Dominic.Mabine@va.gov and Scott.Wheeler3@va.gov by 5:00 PM CST on October 30, 2026. Mandatory submittals include GSA Forms 1364 and 1217, security and tenant improvement unit price lists, fire protection and life safety documentation, scaled CAD floorplans (1/8"=1'-0"), past performance questionnaires, SF 330 (architect-engineer qualifications), GSA Form 527 (contractor qualifications), Phase I Environmental Site Assessments at Lessor's sole cost, financing commitments, evidence of zoning compliance, and seismic certification forms. Award will be based on best value using evaluation factors for facility design, site characteristics, past performance, and experience qualifications of design and construction teams, weighted more heavily than price. The lease must score as an operating lease under OMB Circular A-11, Appendix B. HUBZone small business concerns may elect to waive price preference. Service-disabled veteran-owned and veteran-owned small businesses receive favorable consideration in socio-economic evaluation.
