About this opportunity
The Bureau of Reclamation intends to solicit a sources-sought response for audit services on Woodward mechanical cabinet actuators and gate shaft governors at eleven Wyoming hydroelectric power plants, with responses due May 22, 2026 at 3:00 PM Mountain Daylight Time.
This procurement is set aside for Total Small Business, including 8(a), women-owned, HUBZone, service-disabled veteran-owned, and Indian Small Business Economic Enterprises. The work spans eleven facilities: Seminoe, Kortes, Fremont Canyon, Alcova, Glendo, Guernsey, Boysen, Shoshone, Buffalo Bill, Spirit Mountain, and Heart Mountain Powerplants, covering 21 total power generation units. The contractor must deploy knowledgeable representatives with acute knowledge of Woodward equipment models, materials, and transportation to conduct on-site audits of installed materials and spare parts inventory at each facility. Site visits must be scheduled Monday through Thursday between 7:00 a.m. and 4:00 p.m., coordinated three business days in advance.
The contract period runs June 1, 2026 through September 30, 2026, with a potential six-month optional extension at Reclamation's discretion. The anticipated award vehicle is a Time and Materials purchase order under FAR Part 12 (Commercial Products and Services). Deliverables include a comprehensive consolidated report due within 90 days of final site visit, organized by facility and power generation unit, cross-referencing Woodward identification numbers and specifying quantity per assembly, recommended replacement rates, current costs per component, recommended spare quantities, and technician feedback. The contractor must also submit a Quality Control Plan within ten days after the post-award conference and a comprehensive safety plan addressing contractor responsibilities, regulatory compliance, subcontractor oversight, and equipment safety inspection procedures.
Responses should be submitted to sydney_oakes@ios.doi.gov and charlene_maurer@ios.doi.gov. NAICS 541990, PSC R425.
