About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20 is seeking to award a single-award Blanket Purchase Agreement (BPA) for electrophoresis kits, equipment, and related maintenance and repair services for the Western States Network Consortium (WSNC). The procurement covers three primary electrophoresis assays: Immunofixation Electrophoresis (IFE), Urine Protein Electrophoresis (UPEP), and Serum Protein Electrophoresis (SPEP) testing across multiple Veterans Integrated Service Networks (VISNs) 17, 19, 20, 21, and 22. Vendors must demonstrate at least three years of experience installing electrophoresis kits in VA Medical Centers and submit quotes in three parts: pricing using the provided Cost Per Test (CPT) model, past performance documentation, and required solicitation documents. The evaluation will focus on the vendor's ability to provide comprehensive electrophoresis testing solutions including equipment for capillary, fully automated gel, and semi-automated gel systems. The current submission deadline is October 15, 2025, and quotes should be submitted to darien.justice@va.gov.

This opportunity is set aside for small businesses under NAICS code 325413 with a size standard of 1,250 employees. The total estimated contract value is $3.775 million over a five-year performance period, with individual Task/Delivery Orders not to exceed $250,000. The annual testing volumes across seven VA medical facilities are estimated at 5,928 IFE tests, 2,698 UPEP tests, and 15,190 SPEP tests. Performance will occur at VA medical centers in Dallas, San Antonio, Temple, Denver, Portland, and San Francisco, covering states including Texas, California, Washington, and Oregon. The BPA structure will allow VHA medical centers to place orders efficiently without additional competition, with pricing remaining consistent across the region and facilities able to submit orders on a cost-per-test basis as needed.
