About this file

This document is an Amendment of Solicitation for a Western States Network Consortium (WSNC) Blanket Purchase Agreement (BPA) for electrophoresis testing services. The solicitation covers VISNs 17-22, with a focus on cost per test (CPT) acquisitions. The amendment extends the solicitation deadline to October 15, 2025, and provides clarifying details about the procurement.

Key details include a single-award BPA approach allowing VHA medical centers to place orders efficiently without additional competition. Pricing will be consistent across the region, and current contracts will remain in effect until their expiration. The BPA is intended to reduce costs and streamline procurement for VHA facilities, with the majority of acquisitions expected to be cost per test. VISN 22 has not yet expressed interest in the electrophoresis testing component, but may choose to participate in the future. The solicitation contact is Darien Justice at darien.justice@va.gov.

Q&A

1. There are active contracts at the locations noted in the solicitation. How does this potential BPA affect current contracts?

a. Current contracts will remain in effect through their expiration dates. Afterward, each individual medical center, facility, or VISN may choose to transition to the Western States Network Consortium (WSNC) regional BPA. Please note that orders under the

BPA are not guaranteed.

2. Will this mostly be reagent rentals or capital purchase?

a. Based on conversations with end users across the WSNC, the majority of acquisitions will be cost per test (CPT).

3. How does pricing work on this? Is it one price across the region?

a. Yes, pricing will be consistent across the entire region.

4. Can facilities jump between WSNC contract and current?

a. No. Any contract awarded will be performed in its entirety, except facilities may choose not to exercise options. After completion, facilities may place orders under the

WSNC BPA or on the open market.

5. VISN 22 did not have estimated quantiles under the last amendment. Does this mean they cannot use the WSNC contract?

a. VISN 22 has not expressed interest in using the WSNC BPA for electrophoresis testing and therefore estimates were not included. VISN 22 may use the WSNC BPA following expiration of its current electrophoresis contract if it chooses to do so. Other listed or unlisted facilities may choose to use the BPA if electrophoresis testing is implemented at their location.

6. Are you willing to issue an extension?

a. Yes. This amendment will extend the solicitation deadline to October 15th, 2025.

7. Are you able to provide details regarding these delays?

a. Most delays were due to the WSNC requiring additional time to collect estimated usage data for individual test types from each VISN. Each subsequent extension, including this final one, was issued to ensure vendors have the necessary information to submit accurate quotes.

8. Does the WSNC intend to award this as a single-award where orders can be placed without competition?

a. Yes, the intent is to award a single-award BPA that allows facilities to place orders quickly and efficiently, without the need for further competition.

9. Can you provide more info on the WSNC?

a. The WSNC (Western States Network Consortium) awards regional ordering vehicles, such as BPAs and IDIQs, that cover VISNs 17 through 22. These vehicles are designed to reduce costs and streamline procurement by allowing VHA medical centers and other VHA facilities to place orders without the need for additional competition. Recently, the usage of WSNC ordering vehicles has increased as regional leadership has actively promoted their adoption across the region.
