About this opportunity

The Defense Health Agency seeks to procure management and support services for approximately 38 WIC Overseas offices at all outside the continental United States military installations, with proposals due September 18, 2026 and questions due August 26. The procurement is a 100% set-aside for 8(a) small business concerns under NAICS 541611, foreclosing competition outside that pool. Amendment 1, effective August 27, clarifies evaluation criteria and modifies the Performance Work Statement.

Place of performance spans all OCONUS military installations including sites in Germany, Belgium, Netherlands, Italy, Spain, United Kingdom, Korea, Japan, and Bahrain, with administrative oversight at the Defense Health Agency Healthcare Operations in San Antonio, Texas. The contract serves approximately 10,000 monthly participants—members of the Armed Forces, civilian DoD employees, DoD contractors, and their families—providing nutritional and health benefits administration.

Contractor responsibilities include managing WIC offices; processing and auditing Electronic Banking Transfer card transactions; maintaining the Participant Information Management System with Authority to Operate; conducting eligibility determinations and nutrition education; establishing financial accounting procedures compliant with Generally Accepted Accounting Principles; and providing all personnel, equipment, supplies, facilities, transportation, and materials except designated government-furnished property. Key Personnel positions are Program Manager, Deputy Program Manager, Director IM/IT, and Software Development & Evaluation Manager, evaluated on overseas program management and DoD IT systems experience; signed Letters of Intent are required for all Key Personnel not currently employed by the offeror.

The contract structure comprises a 12-month base period (inclusive of a 60-day transition-in) with four 12-month option periods, the final including 60-day transition-out. Total contract value across the base and four options is $11,842,186. Base period pricing: $2,230,530; Option 1: $2,297,446; Option 2: $2,366,369; Option 3: $2,437,360; Option 4: $2,510,481. Travel and miscellaneous Other Direct Costs are capped at $162,550 (base) through $182,952 (option 4), with no profit, G&A, overhead, or fee permitted on any ODC. The incumbent contractor is Cherokee Nation Aerospace and Defense, L.L.C. Proposals must address technical approach (25 pages maximum), program management and quality control, key personnel experience, and past performance within the last five years. Evaluation weighs non-price factors significantly more than price. Staffing milestones require 90% onboarding within three weeks of contract commencement and full staffing by day 60. Contractor personnel must complete DHA mandatory training and obtain Common Access Cards.
