About this file
This is a Question and Answers document for solicitation HT9427-26-R-E004, providing clarifications on proposal submission requirements, evaluation factors, pricing, and technical performance expectations for the Women, Infants & Children (WIC) Overseas Program Support Services contract.
The Q&A addresses proposal formatting and page limits, clarifying that the 25-page Volume I Technical Proposal limit applies only to the Factor 1 Approach narrative, while the Incoming Transition Plan (6 pages), Quality Control Plan, Program Management Plan, Level of Effort/Staffing Plan, and Organizational Conflict of Interest documentation are submitted as separate, non-counted appendices. Offerors are not bound to the Government's estimated labor categories or staffing quantities and may propose materially different labor mixes provided they demonstrate full PWS compliance. The Government will not provide incumbent staffing profiles, compensation ranges, or historical data; instead, offerors must determine appropriate staffing allocation across WIC Overseas locations. Staffing milestones require 90% of proposed labor to be onboarded within three weeks of contract commencement and full staffing by day 60. Regarding pricing, Government-established Travel and Miscellaneous Other Direct Costs (ODCs) with Not-To-Exceed amounts must be entered unchanged and apply equally to all offerors; no G&A, overhead, material handling, profit, or fee may be applied to any ODC. Cost of Living Allowance for eligible stateside personnel working overseas, Permanent Change of Station costs, and dependent-related expenses are reimbursable ODCs per PWS Section 5.2.3. Key Personnel positions include Program Manager, Deputy Program Manager, Director IM/IT, and Software Development & Evaluation Manager, evaluated on identical, similar, or related experience with overseas program management and DoD IT systems; signed Letters of Intent are required for all Key Personnel not currently employed by the offeror, with no exceptions for incumbent personnel. System documentation and technical training will transfer during the transition-in period; the Government will not provide current EBT processor information, banking arrangements, PIMS technical architecture, or historical defect and contingency activation data.
