About this file

This is a Solicitation/Contract Form (Standard Form 1449) for Women-Owned Small Business (WOSB) procurement of commercial products and services.

The Defense Health Agency's Medical R&D Contracting Division is soliciting offers for WIC (Women, Infants, and Children) Overseas Program Support Services under solicitation number HT942726RE004, with an offer due date of September 18, 2026 at 10:00 AM. The contract is set aside 100% for EDWOSB (Economically Disadvantaged Women-Owned Small Business) concerns, with a NAICS code 541611 and size standard of USD 25,000,000. The base contract period runs from January 30, 2027 to January 29, 2028 (12 months), with four one-year option periods extending through January 29, 2032. Line item 0001 covers WIC Overseas Program Support Services on a firm fixed price basis for 12 months; line item 0002 covers Other Direct Costs (travel, materials, supplies) on a cost-no-fee basis for one job. The same structure repeats for each option period (option line items 1001-1002, 2001-2002, 3001-3002, and 4001-4002). Performance will be delivered at the Defense Health Agency, ADHCA-Healthcare Operations in San Antonio, Texas. Payment will be made via Wide Area Workflow (WAWF) electronic invoicing through HQ0490, with service approval and acceptance by DoDAAC HT0048. The solicitation incorporates FAR clauses 52.212-1, 52.212-4, and 52.212-5, along with numerous DFARS clauses including trafficking in persons compliance, cybersecurity requirements, and tax exemptions for Italy operations. Evaluation will be based on technical approach, program management and quality control, key personnel experience, past performance, and price, with non-price factors being significantly more important than price for award determination.
