About this opportunity

The U.S. Coast Guard is seeking a contractor to provide comprehensive upgrades to propulsion control systems on nine Maritime Security Cutter Large (WMSL) Class vessels through a non-personal services contract. The work involves upgrading hardware, software, firmware, and project data for Main Propulsion Diesel Engines, Main Gas Turbine, Reduction Gearboxes, Controllable Pitch Propeller System, and ancillary equipment to align with the configurations of recently delivered cutters CALHOUN and FRIEDMAN. The contractor must be an OEM-certified technical representative for MTU America with specific E3 and M3 certification levels for the MTU 20V1163TB93 Diesel Engine and associated control systems. Proposals will be evaluated based on price and technical capability, with technical factors considered approximately equal in importance to pricing, and the government reserves the right to award without discussions. The solicitation (70Z08525RLREP0007) has a proposal submission deadline of July 2, 2025, at 3:30 PM Pacific Time.

This is a sole-source award to Rolls-Royce Solutions America, Inc., with no set-aside designation applied to the procurement. The contract structure includes a base year from July 21, 2025, to July 20, 2026, followed by four additional one-year ordering periods extending through July 20, 2030, creating a five-year performance timeline. The nine vessels to be upgraded are BERTHOLF, WAESCHE, STRATTON, HAMILTON, JAMES, MUNRO, KIMBALL, MIDGETT, and STONE, with work to be performed at contractor facilities and onboard the cutters. Performance will take place across three locations: Alameda, California; Charleston, South Carolina; and Honolulu, Hawaii. The contract value is estimated to fall under the small business size standard of 1,300 employees for NAICS code 336611, though specific dollar amounts are not disclosed in the public documentation.
