About this opportunity
The Department of the Interior Bureau of Land Management Nevada Region seeks well cleaning services at Winters Ranch, with offers due August 24, 2026, at 5:00 PM local time. This procurement is set aside 100% for Small Business, with Women-Owned Small Business preferred under NAICS 237110.
Place of performance is Washoe County, Nevada. Work shall be conducted between October 13 and December 11, 2026, for a performance period ending February 15, 2027. The contractor must clean two existing wells (91839 and 91840), each 200 feet deep with perforations from 117 to 197 feet, through nonconstruction cleaning activities only—no drilling, pulling, replacement, or modification of well structures is permitted. The contractor must hold a current Nevada well driller's license.
Scope comprises six deliverable line items: mobilization and demobilization, downhole video inspection to bottom with digital documentation, mechanical cleaning using brushing, swabbing, pumping, airlifting, or surge methods, removal of dislodged material, a minimum 4-hour pump test at each well measuring discharge and drawdown, and a comprehensive well cleaning report due within 30 days of completion. Water discharge must occur at least 50 feet from each well and away from the NDOW easement road at Well 91839 and Ophir Creek at Well 91840. All contractor equipment must be free of soil, seeds, and vegetative matter before moving onto public land. Fire prevention requirements include spark arresters on engines and 10-pound ABC fire extinguishers on equipment.
Quotes must be submitted electronically to Matthew Merritt (matthew_merritt@ios.doi.gov) in two parts: technical information and pricing on Standard Form 1449. Evaluation uses a Lowest Price Technically Acceptable process, with technical capability and price weighted equally. Technical capability must include proposed well cleaning methods, equipment identification, and proof of current Nevada well driller's license. Payment is made through the Invoice Processing Platform system. All work is subject to Service Contract Act wage determinations applicable to Storey and Washoe Counties, Nevada.
