STATEMENT OF WORK

Well Cleanings

WINTERS RANCH

WASHOE COUNTY, NEVADA

Bureau of Land Management Carson City District, Sierra Front Field Office

General The purpose of this contract is to clean two existing wells at Winters Ranch to restore proper function. This work is limited strictly to non‑construction cleaning activities. No drilling, pulling, replacement, or modification of the well structure will occur. The wells do not have pumps installed.

Well 91839 and Well 91840 are located on Winters Ranch in Washoe County, Nevada (Hydrographic Basin 089). The wells were drilled in 2003 for Recreation and Wildlife use. The combined duty of the permits associated with these two wells (66232, 66233, 69433, 69570 and 69731) is 101.366 acre feet annually (AFA). The BLM acquired the Winters Ranch property and appurtenant water rights, including the five afore listed Permits, to improve and enhance wetland, riparian, and aquatic wildlife habitats. BLM wishes to improve pumping yield to most efficiently pump full duty and subsequently file Proof of Completion of Work and Proof of Beneficial Use with the Nevada Division of Water Resources. The wells have not been pumped since pumps tests were conducted approximately 10 years ago.

The Contractor shall be responsible for communicating and submitting a record of work, including a well cleaning report, to BLM. The Contractor shall furnish all equipment, material, and labor necessary to perform the services described in this SOW. The work will be performed under the direction of the Contracting Officer Representative (COR). All work shall be performed by a contractor who is currently licensed in the State of Nevada for the drilling and development of wells.

Location The project is located between Reno and Carson City, in Washoe Valley, Washoe County, Nevada. The project is on land administered by the Bureau of Land Management Carson City District (BLM) known as Winters Ranch.

Well 91839 was drilled on the East Casey Parcel of Winters Ranch in SW ¼ SW ¼ Sections 26 and 23, T.17N., R.19E., Mount Diablo Meridian, under Permit No. 66232, Washoe County Parcel No. 050-202-08. The casing size is 8 5/8 inches O.D. The wellhead is accessed off of the I-580 / U.S. 395 Highway interchange via a dirt easement road on BLM land. The easement road is a two track visible on the attached map. Physical space between the north and south fence line running parallel to the easement road is approximately 30 feet wide. There is one cattle guard near the wellhead site. Cross country travel will be permitted through coordination with the COR; however, no new roads or road improvement will be authorized. Surface disturbance will be kept to a minimum. There is a gate in the south fence line that provides access to the wellhead.

Well 91840 was drilled on the West Casey Parcel of Winters Ranch in SW ¼ SW ¼ Section 35 T.17N., R.19E., Mount Diablo Meridian under Permit 66233, Washoe County Parcel No. 046-022-05. The casing size is 8 5/8 inches O.D. The wellhead is accessed off of 395 Alternate at a locked gate northeast of Bowers Mansion, as shown on the attached map. A two-track road approaches a creek crossing on Ophir Creek. Cross country travel will be permitted through coordination with the COR; however, no new roads or road improvement will be authorized. Surface disturbance will be kept to a minimum.

Project Description On wells 91839 and 91840, the Contractor shall perform well cleaning consisting of removing accumulated debris, mineral scale, biofilm, or other obstructions from the interior surfaces of the well casing and related components. Work will be limited to cleaning actions only and shall not alter the steel casing, well depth, diameter, or surrounding soil. Mechanical methods will be utilized rather than chemical methods based on several factors: the recommendations following prior pump tests, public access to the area, the shallow water table, and funding constraints. To indicate effectiveness of the work, the Contractor shall provide an estimate of specific capacity based on pumping following the well cleaning process.

Mechanical cleaning shall include, at a minimum, the following tasks:

Task 1 – Mobilization

· Mobilize personnel and equipment

· Coordinate site access Task 2 – Downhole Video Inspection

· Perform downhole video to the bottom of each well

· Record condition

· Provide digital videos Task 3 – Mechanical Cleaning

· Brush and swab or use equivalent tools to clean the perforated interval of each well

· Pump, airlift, surge, or use other appropriate methods to remove dislodged particles in each well until water quality and well performance stabilize Task 4 – Pump Test

· Install temporary pump in each well, if not already installed

· Perform pump test no shorter than 4 hours at each well

· Measure discharge and drawdown at each well Task 5 – Reporting

· Submit documentation of the work performed and an evaluation of pump test results

The water pumped from the wells during the cleaning and testing processes shall be discharged at an adequate distance from the well (minimum of 50 feet), so it does not infiltrate into the ground near the well and influence performance. For Well 91839, the Contractor shall avoid discharge along the NDOW easement road. For Well 91840, water shall not be discharged to Ophir Creek.

Power will not be available to the contractor for this project. No pumps are installed in the wells. Both wells are 200 feet deep with perforations from 117 to 197 feet.

Previous Work Well 91839 on the East Casey parcel was completed on April 01, 2003. The casing is screened from 117 to 197 feet. At the time of drilling, the well had artesian flow at one gallon per minute. In June 2015, during a major drought, the BLM had a 4-hour pump test run on the well: depth to water was 10 feet below surface, and the well head produced a steady 62 gpm at 43 feet drawdown depth for two hours. In November 2016, a pump test ran for 48 hours. The test started at 75 gpm but was shut down after 30 minutes due to the water level declining to 145 feet. After 48 hours of pumping, the final pumping level was at a depth of 146 feet and averaged a flow of about 55 gpm over the 48-hour test. The valve was not adjusted after the first 13 minutes of pumping. The contractor recommended some well cleaning to open up perforations (e.g., brushing and swabbing).

Well 91840 on the West Casey parcel was completed on April 04, 2003. The casing is screened from 117 to 197 feet. At the time of drilling, the well had artesian flow at four gallons per minute. The 48-hour pump test occurred in April 2017 after a wet winter. The test started at 65 gpm but the well was drawing down quickly, so after 90 minutes, the flow rate was decreased to 60 gpm. At 60 gpm, the pumping level leveled out around 106 feet. The flow rate was increased back to 65 gpm for the remainder of the test. After 12 hours, the pumping level was decreasing while maintaining the 65-66 gpm, likely as a result of perforations opening up during pumping. The well recovered fully after 50 minutes.

Site Restrictions Contractor activity shall be confined to the immediate area necessary to facilitate well cleaning activities. Federal, State and local water and air pollution requirements shall be met. All gates shall be closed immediately after passage. All litter and debris shall be picked up daily and placed in containers for proper disposal. After the completion of the work, the Contractor shall remove all litter, debris and unused materials or supplies and shall restore the site as closely as possible to its original condition. The Contractor shall coordinate all work with the BLM COR.

Weeds are a concern on Winters Ranch. Contractor shall ensure all equipment moved onto public land is free of soil, seeds, and vegetative matter or other debris that could contain or hold seeds. Contractor shall employ whatever cleaning methods are necessary to ensure compliance and will notify the COR prior to moving each piece of equipment onto public land. Notification will include identifying the location of the equipment’s most recent operations.

Safety Requirements Safety requirements regarding equipment and personnel shall be strictly observed in accordance with all Federal, State and local regulations.

Fire Prevention/Suppression Vegetation occurring on Winters Ranch is highly flammable and consists of a diverse mix of shrubs and grasses in the unit. The risk of wildfire is year-round. Be extra careful when working on or around the dry grasses. Check under vehicles when parking off road. Plan any activity that could cause a spark for morning hours when the relative humidity is up and the temperatures are cooler (e.g., grinding or welding activities). Under dry and windy weather conditions the potential for a fire start is high.

The Contractor shall (1) equip all diesel and/or gasoline operated engines with spark arresters that meet Forest Service standards set forth in the National Coordinating Group publication for Multi-position Small Engines, #430-4 (spark arresters are not required on equipment powered by exhaust driven turbo charged engines), (2) equip all machines powered by an internal combustion engine with at least one 10 lb. ABC rated fire extinguisher (minimum) or equivalent, and (3) have one 10 lb. ABC rated fire extinguisher, one shovel, and five gallons water readily available adjacent to grinding/welding operations.

The Contractor shall, independently and in cooperation with the Government, take all reasonable action to prevent and suppress fires on the project. Independent initial action will be prompt and will include the use of all personnel and equipment available in the project area.

Timeline for Project Completion The Contractor shall take the lead in the project and provide the BLM a detailed task list and project schedule for all tasks and work to be performed by the Contractor and the BLM’s staff. The well cleaning work shall be conducted between October 13 and December 11, 2026. In late summer through fall, soil moisture at Winters Ranch is typically at its lowest, allowing for easier site access and minimizing damage to soils and vegetation.

The Contractor shall provide a well cleaning report within 30 days of completing the well cleaning.

Deliverables The deliverable is to have the results of well cleaning on two wells on Winters Ranch. This includes:

· Pre-cleaning downhole inspection videos

· Well Cleaning Report documenting the following information for each well:

· Summary of the work completed, including a summary of the cleaning methods
