About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Wright-Patterson Air Force Base is seeking quotations for a six-component wind tunnel balance system through solicitation FA860126Q0004. The balance must be a commercial item measuring 0.50 inches in diameter and 3-7 inches long, capable of measuring forces (50-100 lbf) and moments (75-100 lbf-in) across three axes, with deliverables including a static calibration matrix, stress analysis documentation, engineering drawings, protective travel case, and electronic data acquisition system interface. This solicitation is conducted under Simplified Acquisition Procedures using a combined synopsis/solicitation format for commercial items, with award to be made to the responsible offeror submitting a quotation that conforms to all Statement of Work requirements and provides the best value at a fair and reasonable price. Evaluation will be based on an acceptable/unacceptable technical rating of the offeror's ability to comply with the SOW, with award determination based on the lowest evaluated price among technically acceptable offers. Questions concerning the solicitation were accepted until December 2, 2025 at 12:00 PM EST, with two rounds of Questions & Answers documents released on December 2 and December 5, 2025; the quote submission deadline has been extended to December 8, 2025 at 3:00 PM EST, with quotes to be submitted electronically to Contract Specialist Linh Jameson and Contracting Officer Jessica Stamper.
This procurement is 100% set-aside for small businesses under NAICS code 334519 (Other Measuring and Controlling Device Manufacturing) with a size standard of 600 employees. The contract will be awarded as a Firm Fixed Price agreement for one wind tunnel balance system and associated accessories for the Air Force Institute of Technology at Wright-Patterson Air Force Base. Delivery is required within 6 months after contract award, with all products required to be manufactured in a qualifying country source per Defense Federal Acquisition Regulation Supplement (DFARS) 225.872. The contractor must provide a one-year warranty covering defects in material and workmanship under normal use, payment upon invoice submission through Wide Area Workflow (WAWF) following final inspection and acceptance, and strict adherence to commercial vehicle delivery procedures for base entry. Performance of work will take place at Wright-Patterson Air Force Base in Ohio, with delivery to AFIT/ENY.
