Statement of Work For

AFIT Wind Tunnel Balance 16 October 2025

I. Background:

The Air Force Institute of Technology (AFIT) requires 1 six-component wind tunnel balance for AFIT’s variable Mach supersonic wind tunnel. Aerodynamic wind tunnel testing requires balances to measure forces and moments due to flow field conditions.

The measurements enable the quantification of objects’ aerodynamic qualities. AFIT requires a 0.50 inch diameter balance to further research in smaller diameter models of interest. Training, setup, and support are not requested or required.

II. Minimum Technical Requirements:

The following is a list of technical requirements for the wind tunnel balance:

1. The balance must have an outer diameter of 0.495-0.505 inches.

2. The length must be between 3-7 inches.

3. The moment must have a measurement of 3 axes, ± 50-80 lbf in pitch.

4. The balance must be moment-style 6 component balance (3 force & 3 moments).

5. The balance must have a side/radial/normal force of ± 25-50 lbf (target).

6. The balance must have an axial (x direction) force of ± 50-100 lbf (target).

7. The balance must have a pitch/roll/yaw moment of ± 75-100 lbf-in (target).

8. The balance must have Static Calibration Matrix & Documentation.

9. The balance must include Stress Analysis Documentation.

10. Detailed engineer design drawings with PDF/CAD files of the outer mold line must be supplied with the balance.

11. Calibration matrix and calibration report, balance stress analysis documentation must be included with the balance.

12. A protective travel case for the balance must be supplied for storage when the balance is not installed in the wind tunnel.

13. An electronic data acquisition system interface unit for the balance must be supplied.

14. A 25-ft power cable must be supplied with the balance.

III. Qualifying Country Products:

All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.

IV. Delivery and Training:

Delivery is required by the earliest possible delivery date, 6 months after receipt of Award. Training is not required. Installation is not required.

V. Delivery Procedures:

All vehicles larger than a large pick-up truck are required to be inspected by the Wright- Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation.

1. Vehicles to be inspected include, but are not limited to, the following:

i. Step van/panel truck

ii. Tractor/trailer, box, and flatbed containing cargo

iii. Tanker trucks

iv. Box Trucks

v. Tour buses

vi. Garbage/recycled waste trucks

vii. Concrete trucks/mixers, dump trucks

viii. Cranes, recreational vehicles, petroleum tanker

2. This inspection will be conducted at Gate 16A located off State Route 444. The following are exceptions to vehicles utilizing the CVDG:

i. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the Contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.

ii. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG.

iii. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be at any base gate.

3. Wright Patterson Integrated Defense Plan, paragraph 3.10.12.9.2.

i. All irregular deliveries will be sent to the CVDG for inspection.

ii. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed on WPAFB unless escorted by the receiving agency.

iii. This will take place after the individual(s) are issued a preclearance form at the CVDG. After successful completion of the vehicle inspection, the receiving agency will escort the individual to and from their destination on WPAFB. An inspector at the CVDG will contact the receiving agency, informing them to send an escort to the CVDG.

iv. Escorts will always remain with the vehicle while it is on WPAFB. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM). Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.

The company shall properly ship the system to the Air Force Institute of Technology at WPAFB, OH. All shipping costs to include insurance will be included in contractor’s proposal. Great care using standard, approved packaging methods shall be taken.

VI. Warranty:

All parts must be free from defects in material and workmanship, under normal and proper use in accordance with the user manual, for the period of one calendar year after receipt of delivery.

VII. Invoice and Payment:

The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance have been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line-item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective.
