About this opportunity

The USDA Forest Service Southwest Region is procuring wildfire camera system operation services for Lincoln National Forest in New Mexico through solicitation 127EAV25Q0064. The contractor will be responsible for hosting an IP-based camera network consisting of eight sophisticated cameras equipped with high-resolution capabilities, pan-tilt-zoom functionality, 360-degree views, and remote access features for year-round wildfire detection and prescribed fire smoke monitoring. The government seeks a firm fixed-price contract for services that include network connectivity, web-based access, remote maintenance capabilities, and both user and public-facing interfaces for camera operation and media sharing, with 30-day image recall requirements and storage of manually saved images throughout the performance period. The evaluation will be based on technical capability and fair market pricing under FAR Parts 12 and 13 procedures. Amendment 0001 extended the quote submission deadline to September 25, 2025, at 1700 Mountain Time, with quotes to be submitted electronically to Contracting Officer Ellena Silva at ellena.silva@usda.gov.

This procurement operates under NAICS code 561621 (Security Systems Services) with a small business size standard of $25 million, though no specific set-aside designation is indicated in the opportunity type. The existing camera infrastructure is already installed and maintained by the USFS, with current systems utilizing shore power, solar panels, and cellular/satellite connectivity, requiring the contractor to provide hosting services rather than equipment installation. The contract period of performance spans from October 1, 2025, to September 30, 2026, covering twelve months of continuous operation for the eight-camera network. Performance will take place in Alamogordo, New Mexico, within the Lincoln National Forest boundaries. Contractors must maintain active registration in SAM.gov and will be required to use the Department of Treasury's Invoice Processing Platform for billing, with automatic enrollment facilitated by USDA if the contractor lacks an existing IPP account.
