About this opportunity
The USDA Forest Service is seeking information regarding qualified sources capable of providing wildfire and all-hazard incident management services on a national basis. This ongoing Sources Sought Notice is issued by the Forest Service's Fire and Aviation Management Program Office in partnership with the Incident Procurement Operations Branch to identify contractors who can support both pre-season incident preparedness and urgent, at-incident response needs. The procurement encompasses services related to wildland fire suppression, hazardous fuel reduction projects, and other natural or man-made events requiring action to protect life, property, environment, and public health. This notice is explicitly not a Request for Proposal and will not result in contract awards based solely on responses submitted; rather, it serves as an informational and planning tool to assess market capability while fulfilling public synopsis posting requirements under FAR Part 5 and 13.501. The notice was posted on October 24, 2025, with a response due date of October 24, 2027, providing respondents with an extended two-year window to submit information regarding their capabilities and availability.
This procurement opportunity is designated as a Total Small Business set-aside, meaning only small business concerns are eligible to compete. The notice does not identify any current contractors, incumbents, or specific award values or budget ranges, as the Sources Sought is designed to gather preliminary market information rather than commit to a particular procurement action or dollar amount. The Forest Service's all-hazard incident mission encompasses both forecasted seasonal needs and unforeseen emergency response requirements, suggesting the potential for multiple contract awards across varying service categories and resource needs. Respondents should reference the Forest Service's incident procurement website for synopsized and previously awarded agreements to understand the types of resource categories and service offerings that typically support the agency's operations. The work classified under NAICS 115310 (Support Activities for Forestry) and PSC F003 (Forest-Range Fire Suppression/Presuppression) reflects the nature of services the agency anticipates procuring through this ongoing market research effort.
