QUESTIONS

Wildfire Camera System Operation

1. SAM.gov and the SF1449 both show the due date for offer submission as September 22, 2025, but the instructions in the bid document state that quotes shall be submitted by 1200 MT on September 25, 2025. Can you please clarify which is the correct due date, September 22 or September 25?

The correct due date was what was on the SF1449 and what was posted in Sam.gov. This RFQ has been amended to extend the PoP date to September 25, 2025, 1700 MT.

2. Is any portion of the video feed currently web-hosted outside the scope of this project?

The feed is currently hosted on a public facing platform that only displays a static image to the public, the employee portion protected by a login displays a live feed, and access to the controls of the camera i.e. zoom, pan, tilt.

3. What are the requirements for data storage, including storage type and retention periods?

Images can be recalled from the last 30 days, manually SAVED images/clips are stored for the period of performance. Storage requirements are that they be accessed through the web-interface, storage type as far as hardware HDD or SSD is at the discretion of the vendor.

4. Can these be trailer mounted cameras and how many times zoom do you require?

The Government already has the cameras, this is for the system to monitor them. While some sites may be suitable for a trailer mounted system other sites do not have trailer access and the security of a ground based item can not be insured. Generator supplied power is acceptable; winter access to some sites may not be possible. The cameras are already installed most have shore power, the others are powered by solar panels and battery banks. Satellite connectivity is acceptable, again all sites currently have a cellular modem that is active and functioning.

5. If selected, will there be any opportunity for contract negotiations?

This is not a FAR Part 15 Contracting by Negotiation contract.

6. Is it possible to include any supplier terms of use for our Software Services?

7. What is the notice period for Termination for Convenience?

The Government can at any time terminate a contract for its convenience, there is not a standard notice period.

8. What termination rights does Supplier have?

Per FAR 52.212.4(l) Termination for the Government’s convenience. The Government reserves the right to terminate this contract, or any part hereof, for its sole convenience. In the event of such termination, the Contractor shall immediately stop all work hereunder and shall immediately cause any and all of its suppliers and subcontractors to cease work. Subject to the terms of this contract, the Contractor shall be paid a percentage of the contract price reflecting the percentage of the work performed prior to the notice of termination, plus reasonable charges the Contractor can demonstrate to the satisfaction of the Government using its standard record keeping system, have resulted from the termination. The Contractor shall not be required to comply with the cost accounting standards or contract cost principles for this purpose. This paragraph does not give the Government any right to audit the Contractor’s records. The Contractor shall not be paid for any work performed or costs incurred which reasonably could have been avoided.

9. Are Certified Costs or Pricing Data required as listed in FAR 15.408 Table 15-2?

No, this is a FAR Part 12 Acquisition of Commercial Products and Commercial Services and Far Part 13 Simplified Acquisition Procedures.

10. Our understanding is the cameras are already installed and maintained by USFS and the USFS plans to provide network connectivity. Is this RFQ solely for software services and support, no field services?

Correct, this is for network connectivity. Please see SOW

11. Do you want to rent these systems as I see they will be in place for one year?

Yes, the cameras are year-round, and we do currently have all the hardware, just looking for hosting services that allow remote access to the cameras.
