About this opportunity

The Department of the Air Force Global Strike Command is soliciting quotes for the inspection, maintenance, and repair of Aircraft Fire and Structural Fire Training Facilities (AFTF/SFTF) at Whiteman Air Force Base through Request for Quotation FA462524Q1002. The contractor will be responsible for comprehensive maintenance activities including tri-annual inspections, winterization and de-winterization procedures, emergency response services, and routine maintenance of specialized fire training equipment including propane fuel systems, ignition equipment, water conservation systems, and high-density polyethylene liners. Qualified contractors must have personnel trained in LP-Gas handling and access to a licensed structural engineer for required inspections, with all work performed according to technical orders and manufacturer guidelines. The government will evaluate proposals using three equally weighted factors: Technical Capability, Past Performance, and Price, with all areas requiring an "Acceptable" rating for award consideration. Quotes are due by August 11, 2025, at 2:00 PM Central Time, and vendors must provide between three and five past performance references for evaluation.

This opportunity is designated as a 100% Small Business Set-Aside under NAICS code 811310 with a size standard of $12.5 million, and the current incumbent contractor is identified as FA462520C0037. The contract structure includes a base year from October 1, 2025, through September 30, 2026, followed by four option years extending through September 30, 2030, with a total estimated value of $50,000 across all years. The facilities conduct approximately 25-30 training exercises annually using a fully functional T-500 propane system, and the contractor must be prepared to provide emergency response services and maintain operational readiness of all fire training systems. All work will be performed at Whiteman Air Force Base in Missouri, and the Service Contract Act applies with specific wage determinations outlined in the solicitation documents. The government has issued a critical notice that funds are not currently available for this effort, and no award will be made until funding is secured, with the government reserving the right to cancel the solicitation at any time without contractor reimbursement.
