About this opportunity
The National Park Service Pacific West Region seeks wet well rehabilitation services at Lake Mead National Recreation Area, with proposals due June 5, 2026 at 5:00 PM Pacific Daylight Time. The procurement is a total small business set-aside, with NAICS 237110 (Water and Sewer Line and Related Structures Construction) and a $45 million size standard.
Work includes cleaning, repair, and installation of protective coating to three wet wells—one at Temple Bar, Arizona and two at Katherine Landing, Arizona—plus bypass pumping during installation to handle sewage flow. Place of performance is Temple Bar and Katherine Landing, Arizona, with administrative oversight at NPS PWR-Lake Mabo in Boulder City, Nevada. The performance period runs September 28, 2026 through March 28, 2027. Work is limited to daylight hours (7:00 a.m. to 5:00 p.m.) Monday through Friday, excluding government holidays.
Coating must meet ASTM D638, D790, D695, and D4541 compliance standards. Contractors must develop and submit a confined space entry program, provide bypass pumping capability to tie into the force main within a 100-foot radius, and install safety barriers. A mandatory site visit is scheduled for May 6, 2026 at 8:00 a.m. at 101 Katzenbach Drive, Boulder City, Nevada. Questions are due May 13, 2026 at 1:00 PM Pacific Daylight Time.
The contract is firm fixed price, lump sum. Evaluation uses three factors: price, technical approach (demonstrating prime contractor direct superintendence, quality control, safety, and schedule management), and prior experience (three project references from the past five years of similar size and complexity). Contractors must maintain liability insurance ($1 million per person, $2 million per occurrence, $1 million property damage), register in SAM, and submit invoices through the Invoice Processing Platform. Service Contract Act prevailing wage rates apply for Nevada (Clark County) and Arizona (Mohave County).
