About this file
Summary of Work
This is a Summary of Work document for a federal contract opportunity involving lift station wet well rehabilitation services at Lake Mead National Recreation Area in Arizona.
The project requires contractors to clean, repair, and install QRM Structure Guard SE1000 (RD1000) or acceptable equal protective coating to three wet wells: one at Temple Bar, Arizona and two at Katherine Landing, Arizona. The Temple Bar wet well is a concrete structure with a failing fiberglass liner requiring removal prior to coating installation and sealing of all pipe penetrations. The Katherine Landing wet wells are newer fiberglass structures. All coatings must meet ASTM D638, D790, D695, and D4541 compliance standards. Contractors must provide bypass pumping to handle sewage flow during coating installation, develop and submit a confined space entry program Standard Operating Procedure, install safety barriers around work zones, and obtain approval from NPS personnel for the bypass pumping plan. Work at Temple Bar must be completed before Katherine Landing work begins. The performance period is 180 calendar days from receipt of award, including all submittals, mobilization, diversion, and relining. Work is limited to daylight hours (7:00 a.m. to 5:00 p.m.) Monday through Friday, excluding government holidays, with the project site remaining open to the public and NPS employees. A mandatory site visit is scheduled for May 6, 2026 at 0800 Local Time at 101 Katzenbach Drive, Boulder City, Nevada 89005. Contractors must comply with all park regulations, smoking policies, designated parking and staging areas, and are responsible for restoring any damage to natural features.

SUMMARY OF WORK
SUMMARY OF WORK
Lift Station Wet well rehab service, Temple Bar & Katherine Landing
PART 1 – GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
Project Location:
This project is located at the Lake Mead National Recreation Area.
A. The service will clean, repair and install QRM Structure Guard SE1000(RD1000) or acceptable equal protective coating to 1 wet well at Temple Bar, AZ and 2 wet wells at Katherine Landing, AZ. Additionally, bypass pumping will need to be provided by the contractor during the installation to handle the sewage flow for the developed areas that they are located at. A total of three wet wells will get the protective coating installed for this procurement. The 2 lift stations at Katherine Landing are newer units and are fiberglass structures. The lift station wet well at Temple Bar is a concrete structure with a failing fiberglass liner that is failing and beginning to spall and peel from sides. The TB wet well will require the removal of this failing liner prior to the installation of the new coating as well as sealing of all pipe penetrations in the wet well. If supplier chooses to submit non-identical or alternative coating that they believe meets or exceeds the spec they must provide documentation showing that their submittal will be equal or superior to the requested coating material. All coatings must meet ASTM D638, D790, D695 and D4541 compliance. The COR may opt to review the submittal prior to order but this is just for quality assurance and in no way absolves the contractor from conforming to the specification on this contract. Work at Temple Bar must be completed first. Work will take place at the following location:
Katherine Landing, AZ developed area.
Temple Bar, AZ developed area.
B. The Work at Katherine Landing consists of the following:

2. Provide bypass pumping for sewage flow during installation of coating. Back Bay will need to be pumped to Main lift station. Sewage from Main lift will need to be pumped to sewage lagoons through the force main.
3. A confined space entry program SOP will be provided to the COR by the contractor. All confined space entry protocols will need to be followed by the contractor.
4. Safety barriers will need to be installed to keep unauthorized personnel and/or the public from entering the work zone.
5. The bypass pumping plan must be presented to and approved by NPS personnel (COR).
C. The Work at Temple Bar consists of the following:
