About this opportunity
The Federal Bureau of Prisons Federal Detention Center SeaTac seeks weekly deliveries of dairy, bread, and egg products for the fourth quarter of fiscal year 2026 (July 1 through September 30), with quotations due June 12 by 2:00 p.m. Pacific Standard Time. This is a total small business set-aside, NAICS 424430 with a 10-employee size standard.
Place of performance is SeaTac, Washington. Deliveries are F.O.B. destination, weekly on a mutually agreed day between 7:00 a.m. and 1:00 p.m. Pacific Standard Time, Monday through Friday only. Nine line items are specified: shell eggs (4,524 cases), skim milk in bulk gallons (10 gallons), kosher whole milk half-pints (135,500 each), cheddar cheese (1,835 pounds), parmesan/romano mixed cheese (84 pounds), mozzarella cheese (2,280 pounds), whole wheat bread slices (136,026 each), whole wheat hamburger buns (24,204 packages), and whole wheat hot dog buns (8,580 packages). All products must meet federal specification standards and quality requirements. Non-frozen, perishable foods must be delivered between 34°F and 40°F. All items must be palletized unless prior written arrangements are made; drivers are required to assist in unloading by pushing pallets to the edge for material handlers to remove via forklift.
Quotations must be firm fixed price with shipping and freight included in unit pricing, submitted via email to ekramer@bop.gov in PDF format. Quotes must include a DUN & Bradstreet Unique Entity ID and maintain current SAM.gov registration. The Government will make single or multiple firm-fixed-price contract awards. Evaluation factors are price (fairness and reasonableness), past performance (prior experience and similar performances, including CPARS information), and technical (product brand or manufacturer offered). Quotes exceeding four decimal places will be rounded up to the nearest 1/100 of a cent. Quotes totaling $15,000 or less will not be awarded but passed to the Food Service Department for potential purchase card procurement. Anticipated award date is June 16, 2026. Quotes must remain valid for 30 calendar days after close.

(i) This is a Combined Synopsis/Solicitation for commercial services prepared in accordance with part 12.
This announcement constitutes the only solicitation. Offers are being requested, and a separate written solicitation will not be issued.
Solicitation number 15B61126Q00000014 is issued as a Request for Quotation for Various Weekly Dairy and Bread items. Please read it in its entirety.
This acquisition is a total small business set-aside. The NAICS for this requirement is 424430 with a size standard of 200 employees.
(ii) The following items are required:

(iii) This solicitation is expected to result in a single award, or multiple awards, of a firm-fixed price contract(s) for Various Weekly Dairy and Bread items. Far 52.212-2 Evaluation Factors (APR 2026) applies to this acquisition.
The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors outlined below and detailed in Attachment C – Evaluation Factors and Award Information, will be used to evaluate offers:
- Price – The government will evaluate the Offeror’s proposed price to ensure it is fair and reasonable; and
- Past Performance – Past performance information shall include prior experience and similar performances undertaken by the contractor; and
- Technical – In the form of Product Offered (Identify the Product Brand or Manufacturer).
(iv) TERMS OF DELIVERY ARE WEEKLY F.O.B. DESTINATION BEGINNING July 1, 2026, AND ENDING September 30, 2026, BETWEEN THE HOURS OF 7:00 A.M. PACIFIC STANDARD TIME (PST) and 1:00 P.M. PST. NO DELIVERY ON WEEKENDS OR HOLIDAYS.
