Awards will be made to responsible quoters whose quotes conform to requirements and provide best value to the Government based on three evaluation factors: (1) Price—evaluated for fairness and reasonableness with shipping and freight charges included in unit pricing; (2) Past Performance—including prior experience, similar performances, CPARS information, and other relevant data; and (3) Technical—identified as the product brand or manufacturer offered. Multiple awards may be made at the Government's discretion, and some line items may not be awarded. Prices exceeding four decimal places will be rounded up to the nearest 1/100 of a cent for evaluation purposes. Winning quotes totaling $15,000 or less will not be awarded but passed to the Food Service Department for potential purchase card procurement. All quoters must confirm ability to accept Government purchase card payments for transactions at or below the micro-purchase threshold and provide evidence of purchase card processing capability.
Non-responsive quotes will be rejected if they lack a DUN & Bradstreet Unique Entity ID (UEI) number, fail to maintain current SAM registration at www.sam.gov, or omit required solicitation information. Line-item-specific non-responsiveness results from specification changes (requiring exact menu specification matches), missing or illegible line item information, conditional offers (all-or-none basis), or failure to include shipping/freight in unit pricing. Legible quotes must be submitted via email to ekramer@bop.gov in PDF format and will be deemed received at the email notification timestamp. Quotes submitted by other means require prior Contracting Office approval, and late submissions are handled per FAR 52.212-1(c).

EVALUATION FACTORS AND AWARD INFORMATION
a) Award(s) will be made to the responsible Quoter whose quote conforms to the requirements and is determined to provide the best value to the Government, considering the evaluation factors outlined below.
(1) Price – The government will evaluate the Quoter’s proposed price to ensure it is fair and reasonable; and
(2) Past Performance – Past performance information shall include prior experience, similar performances undertaken by the contractor, information on CPARS, and/or any other information deemed relevant by the Contracting Officer; and
(3) Technical – In the form of Product Offered (Identify the Product Brand or Manufacturer).
b) Multiple awards may be made at the discretion of the government (FAR 52.214-22, Evaluation of Bids for Multiple Awards). Some line items may not be awarded.
c) Prices with more than 4 decimal places (1/100 of a cent) will be rounded up to the next 1/100 of a cent for evaluation and award purposes (i.e. $0.00054 = $0.0006).
d) Shipping and/or freight charges must be included in the unit price.
e) Winning quote(s) that total less than or equal to the micro-purchase threshold (currently
$15,000.00) will not be awarded, but passed on to the Food Service Department, who may at their discretion make the purchase using a government purchase card.
f) Acceptance of Government Purchase Card
a. Quoters shall confirm their ability to accept Government purchase card payments for all transactions at or below the micro-purchase threshold, as defined in FAR
2.101. Quoters must provide evidence of purchase card processing capability in their response to this solicitation. The Government reserves the right to reject offers from vendors unable to accept purchase card payments for micro-purchases.
g) Non-Responsive quotes will not be considered for award.
Quotes may be considered non-responsive for any of the following conditions:
1. DUN & Bradstreet Data Unique Entity ID (UEI) number is not included with your quote.
2. Failure to have a current and valid registration in the System for Award Management
(SAM) at www.sam.gov.
3. Failure to provide any other information as required by the solicitation document.
Quotes may be considered non-responsive for the affected line item(s) under any of the following conditions:

1. Changes in item specifications. All potential quoters shall ensure they quote the menu specifications provided for each individual line item. FDC SeaTac will not accept any substitutions or any products that do not 100 percent meet the menu specifications.
Should a quoter submit pricing for products that do not meet the menu specifications, the pricing submitted will be considered non-responsive.
2. If any information specified by line item is not included or legible.
3. Conditional offers (i.e., offering two or more line items on an all-or-none basis).
4. Failure to include shipping/freight charges in the unit pricing.
f) SUBMISSION OF QUOTES:
Legible quotes are to be emailed to ekramer@bop.gov in PDF format and will be deemed received at the time as indicated on the email notification. Emails rejected by filters are not the responsibility of the government. Quotes submitted by any means other than email will not be accepted without prior approval by the Contracting Office. Quotes received after the quote deadline will be handled in accordance with FAR 52.212-1(c).
