About this opportunity
The National Institute of Standards and Technology seeks quotations for a wearable full-body Inertial Measurement Unit (IMU) motion capture system, with quotations due August 7, 2026 and questions due August 1, 2026. The procurement is a total small business set-aside under NAICS 334310 (Audio and Video Equipment Manufacturing), with a 750-employee size standard.
Place of performance is Boulder, Colorado (NIST-Boulder, Mail Stop 671.02, 325 Broadway, Boulder, CO 80305). The system must comprise two complete units with a minimum of 17 sensors per suit, 60 Hz minimum sampling rate, and 20-meter operating range. Each system must support full-body coverage, standard subject calibration and body model scaling, magnetic interference mitigation, SMPTE timecode synchronization, and export of time-series motion data with consistent timestamps. Joint angle Root Mean Squared Error for core joints must not exceed 5 when referenced to optical benchmarks. Systems must integrate with Unity and/or Unreal Engine via native plugin, SDK/API, or real-time streaming, and support minimum 3-minute continuous recording with offline operation capability. Procurement includes 20 units of sizing expansion clothing (redundant sets in S, M, L, XL) and one 3-year software license. Contractors must possess an active Export Control Classification Number (ECCN) and an active Unique Entity Identification Number (UEI) on SAM.gov at time of award. Delivery is required within 30 days after award. Training must include operation training for five trainees (2–4 hours remote), with vendor-provided training materials and operating manuals. On-site inspection and acceptance are required, with acceptance not expected to exceed 7 business days. Quotations must be firm-fixed-price and organized into three volumes: technical quotation (addressing capability and up to three relevant projects from the past five years), price quotation, and terms and conditions acceptance. Evaluation considers technical capability (with quotations not demonstrating all requirements deemed unacceptable), experience (rated as favorable, unfavorable, or neutral), and price reasonableness. No prototypes, demonstration models, used, or refurbished instruments are acceptable. Submit quotations electronically to Lia Arthofer, lia.arthofer@nist.gov.
