About this file

This is a Requirements/Specification Document for a federal procurement by the National Institute of Standards and Technology (NIST), Communications Technology Laboratory, Public Safety Communications Research Division.

NIST requires the acquisition of two wearable, portable full-body Inertial Measurement Unit (IMU) motion capture systems designed to function without fixed optical camera infrastructure. Each system must provide full-body coverage with at least 17 sensors per suit, minimum 60 Hz sampling rate, support standard subject calibration and body model scaling, and address magnetic interference and drift with reported performance metrics. The systems must support export of time-series motion data with consistent timestamps, SMPTE timecode synchronization, and report joint angle Root Mean Squared Error (RMSE) of 5° or less for core joints referenced to optical benchmarks. Additional requirements include minimum 3-minute continuous recording duration, minimum 20-meter operating range, offline operation capability, and integration with Unity and/or Unreal Engine via native plugin, SDK/API, or real-time streaming. The procurement also includes 20 units of sizing expansion clothing (redundant sets per size in S, M, L, XL configurations) and one 3-year multi-year software license. Contractors must possess an Export Control Classification Number (ECCN) and an active Unique Entity Identification Number (UEI) on SAM.gov at time of award. Delivery is required within 30 days after award to NIST-Boulder (Mail Stop 671.02, 325 Broadway, Boulder, CO 80305). Training requirements include operation training for 5 trainees with 2-4 hours of remote training and vendor-provided training and operating manuals. On-site inspection and acceptance are required, with acceptance not expected to exceed 7 business days. Base manufacturer warranty is acceptable.

Requirements / Specification Document

TITLE: Wearable Full-Body IMU Motion Capture System

Requesting Laboratory / Division / Group:

Communications Technology Laboratory Public Safety Communications Research Division Advanced Communications Research Group (671.02)

General Statement of Need:

The National Institute of Standards and Technology (NIST) requires two wearable, portable full-body Inertial Measurement Unit (IMU) motion capture suits. This system must function without fixed optical camera infrastructure to allow for flexible data collection in various environments. The acquisition includes hardware and software to capture high-fidelity human skeletal data for the development of a motion action dataset. To accommodate a diverse range of test subjects, the requirement includes additional clothing components in various sizes. This acquisition supports research for the public safety communications community.

The Communications Technology Laboratory (CTL) promotes the development and deployment of advanced communications technologies through research, development, and standardizations. The Public Safety Communications Research (PSCR) division specifically drives the development of critical communications technologies for first responders. This purchase is in direct support of the mission to provide skeletal data for use in a motion action dataset to evaluate communication technologies. This capability ensures NIST provides the measurement science and data required to support the nation's need to develop and use advanced materials and technologies
