About this opportunity
The Department of the Navy Naval Sea Systems Command is soliciting proposals for Wattmeter Calibration Systems (WCS) and a Primary Lab Wattmeter Calibration System (PLWCS) to modernize existing calibration equipment used by Naval Air Systems Command (NAVAIR) to calibrate the Navy's radio frequency wattmeter workload. The solicitation seeks up to eleven WCS units and one PLWCS unit for shore-based Navy laboratories, with the systems requiring complete installation, three days of training for up to ten personnel, technical manuals, and various technical deliverables. The contract will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology, with award to a single responsible offeror whose proposal is most advantageous to the government based on criteria specified in sections L and M of the solicitation. Offerors must comply with Cybersecurity Maturity Model Certification (CMMC) Level 1 (Self) requirements per DFARS clauses 252.204-7021 and 252.204-7025, submit a small business subcontracting plan, and provide past performance references demonstrating relevant experience with similar calibration systems. Proposals are due by February 9, 2026, and must be submitted electronically in PDF or MS Word format; all prospective offerors must be registered in the System for Award Management (SAM). The most recent Questions and Answers clarification document was posted on February 3, 2026, and Amendment 0002, issued on February 2, 2026, clarified delivery schedules and lead time definitions.
This solicitation has no set-aside designation and represents an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a firm fixed price structure and a five-year period of performance from May 27, 2026, through May 27, 2031. The systems will be delivered to multiple Navy calibration laboratories and facilities across the United States and Japan, including locations in Patuxent River, San Diego, Cherry Point, New Orleans, Pearl Harbor, Norfolk, Maryland, and Iwakuni. The initial delivery of the PLWCS is scheduled for 12 months following the issuance of the first Delivery Order, with subsequent WCS units due 90 days after their respective Delivery Order issuances. The technical specifications require systems capable of generating RF power outputs ranging from 0.95 to 1050 watts across frequency ranges of 2 to 1000 MHz with 1.50% accuracy, and the systems must support calibration of 38 different wattmeter models from manufacturers including Bird Electronic, Electro Impulse Laboratory, and Coaxial Dynamics. The place of performance is Lakehurst, New Jersey, with inspection and acceptance occurring at NAVAIR locations in New Jersey and Maryland.
