About this file

This document is a Small Business Subcontracting Plan Checklist, a comprehensive federal form used to detail a contractor's commitment to subcontracting with small businesses. The checklist requires contractors to specify separate subcontracting goals for various small business categories, including veteran-owned, service-disabled veteran-owned, HUBZone, small disadvantaged, and woman-owned small businesses. Key requirements include providing a statement of total planned subcontracting dollars, describing the types of supplies and services to be subcontracted, explaining the method used to develop subcontracting goals, and identifying an individual who will administer the subcontracting program.

The five-page document outlines a detailed review process involving multiple stakeholders, including the contract specialist, contracting officer, Navy Small Business Professional, and Small Business Administration Procurement Center Representative. Each section requires careful review and validation of the subcontracting plan's components, with specific attention to ensuring equitable opportunities for small businesses, compliance with federal acquisition regulations, and proper reporting mechanisms. The checklist is dated February 2025 and provides a structured approach for federal agencies to evaluate and approve subcontracting plans that support small business participation in government contracts.
