About this file
This is a Department of the Navy (NAVAIR) Request for Proposals (RFP) for Wattmeter Calibration Systems (WCS) and a Primary Lab Wattmeter Calibration System (PLWCS). The solicitation seeks to procure up to eleven (11) WCS and one (1) PLWCS for shore-based Navy laboratories, with the current WCS having been in service for over 40 years and requiring modernization. The contract is a five-year Indefinite Delivery/Indefinite-Quantity (IDIQ) Firm-Fixed-Price contract, with a Lowest Price Technically Acceptable (LPTA) source selection methodology.
Key requirements include complete system installation, three days of training for up to ten personnel, technical manuals, calibration certifications, and various technical deliverables. The systems will be used to calibrate the Navy's radio frequency wattmeter workload, with the PLWCS intended for calibrating the WCS and higher accuracy wattmeter workload. Delivery locations include multiple Navy facilities across the United States and Japan, with partial deliveries scheduled for May 27, 2031. Offerors must submit proposals in four volumes: Price, Technical Approach, Past Performance, and Contract Documentation, with specific page limitations and evaluation criteria for each volume.
