About this opportunity
The Air Force Air Combat Command is seeking watercraft operations and maintenance services through Solicitation FA481925R0009 to support the 53rd Weapons Evaluation Group's aerial target testing mission for weapons systems and munitions programs evaluation. Amendment 0003 has modified several proposal requirements, including extending the Past Performance Questionnaire due date from October 1 to October 15, 2025, and adjusting technical submission guidelines such as allowing 10-point font for tables and removing the Mission Essential Services Plan from technical evaluation criteria. The procurement will evaluate proposals based on three primary factors: price, technical capabilities (including staffing plan, security clearances, and quality control plan), and past performance, with all technical subfactors requiring an "Acceptable" rating for consideration. This is structured as a subjective trade-off source selection where the government intends to make award decisions without discussions, emphasizing the importance of comprehensive initial proposals. Key dates include the proposal submission deadline of October 20, 2025, and the Past Performance Questionnaire deadline of October 15, 2025.
This opportunity is designated as a total small business set-aside, specifically reserved for Women-Owned Small Business (WOSB) enterprises under NAICS code 488330 for Navigational Services to Shipping. The total contract value is $47 million with a base performance period from June 1, 2026, to May 31, 2027, and includes multiple option periods extending through May 31, 2030. Services encompass watercraft operations and maintenance, full-scale and sub-scale aerial target mission support, vessel parts, shipyard overhaul, dockside repairs, training, and Security Forces Squadron support services. The contract includes multiple labor categories such as Contract Manager, MR Captain, Chief Engineer, Engine Utility Man, Wiper, Ordinary Seaman, and Diver, with a 60-day transition period preceding the contract start date. Primary performance locations include Tyndall Air Force Base, Florida, and Hampton, Virginia, supporting the critical mission of weapons lethality evaluation testing.
