Instructions State "Proposals shall consist of the following three separate volumes:
Volume I – Price Volume II – Technical Volume III – Past Performance" However Volume III Past Performance Tab 3. PPI Worksheets (pg. 9) indicates "Separate PPI worksheets shall be submitted for each past performance reference." Is it the Governments intent for bidders to submit the separate attachments as stand alone documents or is it the Governments intent for bidders to insert the completed Attachment 10 into Volume III as a PDF or JPG (or other)?
If the Government wishes us to include it as a separate document is there a specific naming convention it would like bidders to use for those citations? (e.g. Solicitation No._volume III_Past Performance_Citation Name/No._Bidder Name)
Each Attachemnt 10 PPI submitted will represent one contract/past performance reference performed by the contractor. There will be a maximum of 5 PPIs allowed per offeror.
All the PPIs will be submitted within Volume III - Past Performance for evaluation.
This will not be a seperate document outside Volume III.

Will the Government consider accepting CPARs in lieu of PPQs? PPQ responses are the more prefered method.
This provides input from an unbiased source from your previous contracts. The CPARS is and item that the evaluators are able to research.

1 Appendix 4 PWS and Attachments 2,3,4,5
The PWS released with the solicitation identifies the following positions: Contract Manager (Salary exempt); Contract Administrator (SCA); MR Captain (Daily rate); Chief Engineer (Daily rate);
Engine Utility Man (Daily rate); Wiper (Daily rate);
Ordinary Seaman (Daily rate); and Diver (Daily rate). Attachment 4 WD Maritime only provides one occupation code 47080 General vessel assistant with a rate of $338.27, but this position is not referenced in the PWS. The other positions on Attachment 4, Captain (Harbor tug), Chief Engineer (Harbor Tug), and Deckhand (Harbor tug) are assigned rates but no occupation code and deckhand position isn’t referenced in the PWS. Additionally, the rates for the WD referenced on attachment three don’t match the ones provided on attachment 4. Question: Can the government please provide a list of positions, occupation codes, and daily rates along with updated references in alignment with the PWS for more accurate and fair pricing across competitors?
Wage Determination No.: 2010-0147|Revision No.: 24|Date Of Last Revision: 06/24/2025, "NATIONWIDE: This wage determination applies to the United States East, Gulf and West Coasts" This WD does not cover the Captain, General Vessel Assistant, Deckhand, and Engineer.
Wage Determination 2015-0213 covers poisitions Captain, General Vessel Assistant, Deckhand, and Engineer. This WD is applicable to multiple locations nationwide to include Florida. There are four total positions called out in the WD that do not fall under an "occupational code" by the Department of Labor. The specific occupational code may not be called out but the WD is still applicable.
The rates will be different for each WD but are still applicable for each position as required by the Department of Labor.
It is dependent on the contractor to provide tehir labor mix to meets the needs of the requirement for Watercraft Operations and Maintenance.
4 10.6 PWS 10.6 references the transition plan and says-The phase-in (transition) will be the 60 days preceding Contract Start date.
Question: Based on this, is it safe to expect notification of award 60 days, or more, prior to contract start date?
The goal is to provide 60 days for a transition.
This is to provide the awardee ample time to be able to fill positions within that amount of time.
This amount of time may be more, or less depending on the overall process to get to award.

Attachment 8 (Instructions), Paragraph T
Some of the Tab Names under Paragraph T "Required Proposal Volume Organization" are different than what is included in the detailed instructions for each volume. For example, Volume II Technical detail has the word "subfactor" in the Tab titles. Also, PP Tab 2 in Paragraph T is Past Performance, but in the detailed narrative Tab 2 is Summary Page. Please clarify which Tab titles should be used in our response. An amendement will be issued to correct these errors.
Attachment 11 PPI Worksheet
The comment boxes do not allow for narrative to be added without it overlapping on the next instruction. Would the Government allow us to modify the format, without modifying the content/instructions, to better respond to requirements?
This document is in word.docx format and editable. This is to provide you with the latitude to be able to provide adequate information in the PPI. Yes, offerors may edit as necessary to meet the intent of the PPI.

Volume II Technical, Tab 2, Technical Subfactor 1: Staffing Plan, paragraph (a) requires responses to include associated number of hours “for each functional area…”. Does the Government have definitions of what is meant by a “functional area,” as it does not seem to be listed specifically in the PWS or Solicitation documentation?
Changed terminology to state "for each labor category", removed functional area for clarity.

Attachment 8 (Instructions)
Volume II Technical, Tab 3, Technical Subfactor 2: Security Clearances, paragraph (a) references PWS Paragraph 3.4.2. However, PWS Paragraph
3.4.2 does not seem to apply specifically to Security Clearances, as it is a section about the vessels required for launch corridor clearance.
Did the Government intend to reference this PWS Paragraph 3.4.2?
See the reference for 3.4.2.2 and 5.1.1. This will be corrected in the amendment.
Attachment 10 PP Questionnaire
For references as a subcontractor, can the Attachment 10, Past Performance Questionnaire be completed by the Prime Contractor Program Manager?
Yes, as long as this emphasises what role the offeror played and their performance in that contract. Be sure to follow the guidelines in place by Volume III, Tab 3, Part A.

Amendment 0002 deleted the exclusion of table of contents and glossary from the total page count.
Kindly request table of contents and glossary be excluded from page count.
Language has been added to exclude the ToC and Glossary from the Page count of each volume.

Amendment 0002 made changes to volume tabs and names in Paragraph T "Required Proposal Volume Organization" but the changes were not made in the detailed breakdown of the volumes.
Kindly request these two areas align. These changes have been made and will be relfected in Amendment 0003.

N. Proposal Instructions, 4. Page Structure states, " If tables, charts, graphs, and figures are used, the text shall be no smaller than 12 point." Given that the Government requires no less than 12-point font in tables and figures, will greatly increase the size of our typical tables and illustrations and make it difficult to include details in organizational charts and tables. Would the Government consider 10-point font for tables, charts, graphs, and figures?
The font for tables, charts, graphs, and figures in this section has been reduced to 10 Point.

Attachment 10 PP Questionnaire
Attachment 10, Past Performance Questionnaire states, “Please submit your written response no later than 01 October 2025.” However, instructions in Attachment 08 state, “It is recommended that Offerors encourage delivery no later than 5 days prior to the date required for receipt of proposals” which would be October 15. Please clarify.
The due date on Attachemnet 10 has been changed to reflect a due date of 15 October 2025. This is within the 5 days prior to proposal due date as requested in Volume III Tab 3, C, d.
