The contract requires analyzing drinking water samples in compliance with State of New Mexico and Environmental Protection Agency (EPA) regulations, including monthly, weekly, quarterly, annual, and non-routine sampling requirements. The solicitation will use Lowest Price Technically Acceptable (LPTA) source selection procedures, evaluating contractor pricing and past performance. Potential offerors must provide all sampling containers, coolers, chains of custody, and labels while ensuring strict adherence to EPA guidelines for sample collection and transportation. Key dates include a March 19, 2025 deadline for questions and an April 17, 2025 response deadline at 13:00 Mountain Daylight Time.

The solicitation is a total small business set-aside under NAICS code 541380 with a small business size standard of $19 million. The contract will cover water testing services for approximately 13,000 personnel at Holloman AFB, with an annual sampling schedule including 240 total coliform samples and various specialized water quality tests such as lead and copper, nitrate/nitrite, radionuclides, and heavy metals testing. The place of performance is Holloman AFB, New Mexico, with the contractor required to report testing results to the 49th Operational Medical Readiness Squadron and the New Mexico Environmental Department. The contract appears to have a base period with four potential option periods, covering water testing services from 2025 to 2030. Contractors must demonstrate the ability to provide comprehensive water sample analysis while maintaining compliance with all state and federal environmental regulations.
