STATEMENT OF WORK
(SOW)
Non-Personal Services Water Testing for Holloman AFB
3 February 2025
1. DESCRIPTION OF SERVICES.
The Government requires a state certified laboratory to analyze the Holloman AFB drinking water samples required by the State of New Mexico and the Environmental Protection Agency (EPA). The contractor shall provide sampling analysis services required for the Holloman AFB Drinking Water Program. This analysis will be conducted as indicated on Sampling Schedule Breakdowns (Attachment 1) to include monthly, weekly, quarterly, annually, and other requirements, as well as non-routine sampling or other required sampling requested by the Environmental Protection Agency (EPA) or the State of New Mexico. If contractor is not able to test for the unregulated contaminate sample required by the EPA, the contractor must subcontract this requirement to an EPA-approved UCMR Laboratory. Analysis will also include repeat samples due to positive sample results, and any further sampling required by the State of New Mexico. Also, the contractor shall provide results to the 49 Operational Medical Readiness Squadron Bio-environmental Engineering Flight (49 OMRS/SGXB) and to the New Mexico Environmental Department. Performance shall be according to the requirements contained in this Statement of Work (SOW) in accordance with the professional standards of the EPA. Contractor is required to provide to 49 OMRS/SGXB all sampling containers, coolers, chains of custody, and labels, as well as applicable shipping and sampling instructions. Furthermore, contractor must ensure that EPA guidelines; including but not limited to, complying with temperature required for sample and time-frame between sample collected and analyzed are not affected by transportation times and limitations. The contract is anticipated to be awarded as Firm Fixed Price with a base period plus four option periods.
2. SPECIFIC PROCEDURES FOR WHICH THE CONTRACTOR SHALL BE
RESPONSIBLE:
- Perform all analysis required by the EPA and State of New Mexico, that meets EPA approved standard methods for various chemicals/compounds as indicated in Attachment1, Sampling Schedule Breakdowns, document.
- Shall always comply with the New Mexico Quality Control Assurance Plan.
- Hold and maintain a current and valid New Mexico laboratory certification for the analysis of the constituents above in drinking water, provide proof of that certification, and inform 49 OMRS/SGXB anytime the laboratory has become uncertified or changes to the certification have occurred.
- Shall provide certified sample containers with proper preservatives and appropriate laboratory request forms, chain of custody forms, and sampling instructions.
- If the laboratory request form is missing critical information, the laboratory will obtain the information from 49 OMRS/SGXB prior to testing the sample or the sample will be rejected.
- Will annotate any changes made to the laboratory request form with the date and initials of the laboratory staff member.
- Shall immediately inform 49 OMRS/SGXB if a sample has been rejected for any reason.

- Shall report analytical results to 49 OMRS/SGXB, 280 David L. Goldfein Street, Holloman AFB, New Mexico, and inform/notify the New Mexico Environmental Department.
3. REPORTING OF RESULTS:
- Contractor shall immediately report by e-mail (usaf.holloman.49-mdg.list.omrs-sgxb@health.mil), all results and call 575-572-7938 to confirm receipt of e-mailed results. If personal contact is not made, and an MCL is exceeded the contractor will leave a detailed message which includes the following important information: Name of water system and PWS ID#, date sample was collected, sample type, name of sample collector, location of sample, sample number, and test results.
- Contractor will provide Electronic Data Transfer (EDT) to the EPA upon completion of sample analysis.
- Contractor will provide results to the New Mexico Drinking Water Bureau for input into the New Mexico Drinking Water Watch website.
- Contractor will mail copies of all analytical results to 49 OMRS/SGXB, 280 David L. Goldfein Street, Holloman AFB, New Mexico 88330 and the EPA upon completion of the analysis.
4. PAYMENT FOR SERVICES
- The Government will not pay for invalid test due to transportation (if shipped) or laboratory error.
