About this opportunity

The Department of the Navy's Naval Supply Systems Command seeks quotes for washer and stacked dryer lease and maintenance services supporting Naval Submarine Base Kings Bay, Georgia, with quotes due November 6, 2026 at 3:00 PM Eastern. The procurement is a Total Small Business set-aside, issued as a FAR Part 12 combined synopsis/solicitation for commercial services, and the Government will make a single award.

Work is performed at Kings Bay Base, GA 31547, in Buildings 1041, 1053, 1068, and 1070. Amendment 0001, dated November 2, 2026, revised the Performance Work Statement (PWS) to require 73 top-load washers (11, 28, 6, and 28 by building) and 68 stacked dryers. Equipment must be white, commercial-grade, non-coin operated, and no older than four years at the December 15, 2026 performance start. Washers require a 16-pound minimum capacity, and dryers require a 5.75 cubic-foot minimum drum capacity and a 79-inch maximum height. The contractor owns and maintains all equipment. Service standards include 95% minimum operational availability, trouble-call acknowledgment within 2 business days, on-site diagnostics within 5 business days, and semi-annual exhaust duct cleaning complying with NFPA 96 and NADCA ACR, certified in writing within 5 business days. The contractor must also provide a Quality Control Plan and monthly electronic service logs to the Contracting Officer's Representative.

The period of performance is a 12-month base, four 12-month options, and up to 6 additional months under FAR 52.217-8. Phase-in runs 30 calendar days from award, and phase-out runs 4 calendar days at contract end. Pricing is firm-fixed monthly and must include installation, delivery, removal, preventive maintenance, parts, and replacement. Prices assume the stated quantities, and changes require formal modifications. The RFQ attaches Service Contract Act Wage Determination 2015-4515, Revision 36, for Camden, Carlton, and Pierce counties, Georgia.

Incumbent contract N68836-23-P-0130 is ongoing, and equipment transition follows a building-by-building schedule to maintain continuous laundry service.

Proposals are submitted in three volumes: Volume I (Price), with no page limit; Volume II (Technical Capability), limited to 10 pages and addressing washer and dryer specifications and the Quality Control Plan; and Volume III (Contractor Responsibility), with no page limit, covering representations, certifications, financial documentation, and organizational information. Quoters must price all priced CLINs and acknowledge all amendments, and failure to provide required documentation may render a quote non-responsive.

Amendment 0001 also made a site visit mandatory for October 27, 2026, 9:00 AM to 12:00 PM Eastern, limited to two attendees per company, with paperwork due October 20, 2026 at 4:00 PM. Both dates have passed, as has the October 30, 2026 question deadline. Quotes go by email to Dawn Bonner and Lindita Sirri.
